Ozai watched through the spyhole as his generals filed into the war room and took their usual places. Azula came in, eyed the two cushions placed to either side of his throne where there had been only one to his right for the past few years… then sat on the cushion to the left, passing her own silent test.
By the meeting's starting time, Zuko still had not shown up. Not intruding when he'd not been specifically invited; he'd passed the first test of respect. Ozai strode in, then demanded Zuko be found and brought in before the meeting started.
