Just as Jack suspected, the rogue groups weren't easy to find. Most of what he had were rumors of their whereabouts that he had never bothered to research further. As leader of Torchwood, it wasn't his job to track them down even if he had helped from time to time when work was slow. Nor had it been his job to put a halt to their illegal proceeding. That was the duty of the Rogue Alien Security Taskforce or RAST for short. They were the ones who would track down the groups and set up the raids to retrieve stolen property. They were also the ones who were in charge of sentencing the illegal operations.
They worked in a comfortable silence as they tried to track the groups. As they worked, the Doctor paused as a thought occurred to him. He couldn't help but stare at the Captain as he came to the realization that he no longer minded spending time with the man. Together they would stop the Master and then free the slaves on Earth. After, he would be free to travel the universe, once more finding new places to explore and save. He could even find himself a new companion to show the wonders of the universe. That person could even be Jack. The Doctor couldn't quite believe that despite their rough start, they were becoming friends.
"Jack," the Doctor asked casually as he turned back to his screen.
"Yes, Doctor?" Jack responded.
"After this is over, how would you like to continue to travel with me?" the Doctor wondered.
"Do you really want me to?" Jack questioned in surprise.
"I wouldn't have asked you if I didn't want your company," the Doctor replied. Jack couldn't help the smile that appeared on his face.
"Then I accept," Jack told him. The Doctor glanced at Jack a brief smile crossing his own face. Their smiles faded as they returned to their work. As they narrowed their search, the Doctor started moving the TARDIS. He was careful to keep her both quiet and cloaked as he landed in wooded areas to scan for life. The first two places they tried turned out to be deadends with no signs of life beyond the creatures that lived in the forest. The third place they tried was obviously a trap as the site was overrun by humans with no sign of any aliens. They tried several more places before finally finding a camp that was a mixture of aliens and humans. Still, they were cautious as they left the safety of the TARDIS to observe the people.
"How do we know these people aren't just using their slaves as bait?" Jack wondered as they crept silently towards the edge of the clearing.
"We don't. That is why we need to observe them," The Doctor answered softly. They paused by a large tree watching as the people moved around the camp. Two children ran by them, laughing as they chased each other across the grass. One of the children was human but the other had light blue skin with darker blue hair. Nearby a man with spikes growing out of the sides of his arms and legs talked to another man that was tall and thin. His pale skin was covered by a robe that did nothing to hide the raised bumps in a circular design on his forehead. Knowing that they had found the right place, the Doctor made his way out of the clearing. Guards immediately rushed them, their guns drawn in defense of the people in the camp as the children ran to hide. The Doctor put his hands up to show he was weaponless and Jack followed his lead.
"Hello, my name is the Doctor and this is Jack. We are here to help you regain your freedom," the Doctor told him.
"How do we know this isn't a trick?" one of the guards asked.
"You don't," Jack answered him honestly.
"I can't promise that things will change right away, but if you help me for the first time in one-hundred years, you will have a chance at being free," the Doctor replied. The men looked at each other, obviously hesitant to believe him.
"What did you have in mind?" One of them asked. Smiling the Doctor began to talk.
