Thousands, possibly millions saw a bright flash in the sky. Some just brushed it off as nothing; maybe a small meteor entered the atmosphere. Considering Earth is already home to a few aliens, a chunk of space rock isn't going to cause much of a stir.
But if you were closer to the imminent impact site, the eastern United States, then you would have heard the thunderous roar of the remains of the Justice League's Watchtower entering the atmosphere at break neck speed heading for your house.
Imminent impact aside, the biggest problem was trying to find out where the rest of the Leaguers were. It would be safe to assume Superman was still in Metropolis, given the recent tragedy there. So, after River and Batman just barely made it out in time, he was able to establish a connection from the Batcave and wire it so he could reach everyone.
"Anyone there?! Pick up now! This is an emergency! The Watchtower is crashing!"
"This is Superman, what do you mean the Watchtower is crashing?" Superman called out.
"I mean it's crashing! Get everyone you can to these coordinates." Batman said as he sent over the information. He was tracking the Watchtower as it fell into the mesosphere. "Last time we had contact, the Doctor was still in there."
"What?!" Superman exclaimed.
"Don't worry about him, he'll be fine." River butted in.
"Where are the others?" Batman questioned.
"Last time we had contact, they were stopping bombing in other states. They're connected to the bombing in Metropolis." Superman told them.
"They were trying to separate us. Who's the closest to the impact point?" Batman asked.
"Wonder Woman. I'll try to get in contact with everyone. Flash and I should get there soon." Superman said.
"He*bzzz*o*bzzz*th*bzzz*oc*bzz*r. I*bzzz*atchtow*bzzz*crash*bzzz*guide*bzzz*way*bzzzzzzzzz*!" A fuzzy signal was suddenly picked up by Batman, but there was heavy static that made it almost impossible to tell what was being said. Nonetheless, they could just make out the Doctor's voice, though it sounded different.
"Doctor! Is that you?! We can barely make out what you just said over the static interference, you need to repeat whatever it was that you just said." River informed.
"I*bzzz*can guide*bzzz*Watchtower*bzzz*to a*bzzz*safer location*bzzz*!" The Doctor was able to get a majority of the message out before contact broke off yet again.
"Do you think he'll be able to keep it from destroying a populated area?" Batman asked River.
"I'm sure of it. Where is it crashing?" She asked.
"East coast. If he can get control of it, even for a little while, it should be able to land in the ocean."
*Back Aboard The Watchtower*
After collapsing from the force of his regeneration, the Doctor stumbled around trying to get his bearings as the Watchtower shook the poor Time Lord around like a rag doll. In the end it actually worked in his favor. He was too disoriented to see where was going, but he ended up stumbling into what was left of the communication room. Fumbling around for a minute with his mind on autopilot, he managed to scrape together something that could pass as a sort of radio. The Doctor could hear River and Batman clearly, but apparently they were getting some bad static on their end. His sonic quickly fixed that, but communication was lost not long after. Apparently the sonic also fried what was left of the already damaged circuits. It wasn't a huge surprise, considering he wasn't exactly in his right mind. The after effects of this regeneration were particularly bad considering the unsavory way the Doctor regenerated.
From there, the Doctor was able to find a way to the Watchtower's computers and used his sonic to try and steer what was left of the place. The coordinates kept blinking on and off, so it was hard to tell if he was making any real progress.
An explosion rocked the room and threw the Doctor down to the ground. He was about to get back up when he saw the ceiling start to cave in. He was just barely able to scramble away as huge pieces of melting metal crushed the computer. With the Watchtower picking up speed as it descends, the only thing the Doctor could do now was hope it wasn't close to a populated area.
Fleeing the room, he darted around looking for a way to get out. At one point, he was running through the hallway when he stopped at a window. From what he could see, he'd crash on the coast line. He was also surprised to see a blur of red and yellow streak in and out around the coast and the few houses and condos scattered around the area. Looks like he would have to worry about crashing into someone, as it appeared the Flash was helping to evacuate the residents.
The Doctor turned away and continued to look for an exit. He came across a computer and decided to attempt contacting someone so they could come get him. He fumbled with the settings on his sonic and accidentally turned on a radar system. It showed the Earth's orbit surrounded by little dots. The Doctor then realized that the dots were moving closer to the planet.
"No...It couldn't be..." He took off to another window and looked up at the sky. "Sometimes I hate being right."
"Doctor?" Superman called out. The Doctor turned to see the Man of Steel flying towards him.
"Good to see you again! Mind helping me get out of here?" He asked. Then he noticed the confused look on his face and remembered the regeneration.
"Oh right! I regenerated! New face, same me! Sort of. You know I'm quite famished, mind getting some food after this?"
Superman just shook his head. He quickly dropped off the Doctor and went back to the crashing Watchtower. He started to push it farther out to sea, and was joined by Wonder Woman when she arrived, followed by Batman and River, and the rest not long after. The Doctor's new face and clearly disoriented nature weirded out a few people, but River simply explained everything, including his unusually bad regeneration sickness.
When the Watchtower made contact with the ocean, the water splashed up what could've been miles into the sky and slowly sank to the bottom. It was a disheartening thing to watch.
The Doctor eventually found himself eating a large plate a fish sticks, courtesy of a grateful restaurant owner.
"Oh, by the way, I forgot to mention." The Doctor said through a mouthful of food. "I saw some Dalek ships on the radar in the Watchtower. Several hundreds of them. I'd say they're planning an invasion."
The Doctor then proceeded to pass out as River rolled her eyes.
