Aftermath of the Emergency Brotherhood Communist Party Congress, December 23, 2185

Comrades,
As you know the emergency Congress slated for 9th February was accelerated forward. We are living in an exciting time which sees the heightening of the galactic class struggle and the importance of humanity in showing our fellow workers wherever they are that a better system, a better way is possible. Thus the flow of history forced us to throw the Congress together as fast as possible as issues of utter importance arose as a result of the sanctions of the bourgeois Council and their recognition of the mercenary and reactionary Hierarchy government-in-exile. Though many rank-and-file Party militants were unable to attend, it is through the efforts of the disciplined cadres that we managed to get the Congress full of all needed voting delegates to pass binding decisions on the questions now surrounding us in the wake of the revolutionary overthrow of the bourgeois in Grand Turia.
Delegates arrived for the Congress in Sao Paulo less than four days ago and we have since been going twenty-four hours on the clock. The zeal of comrades is truly impressive as delicious local Brazilian food and coffee were delivered to allow debates and lectures to continue all around the time. We even had to acquire surrogate delegates so votes could be cast in the wee hours of the mornig as comrades caught a few winks of well-deserved shuteye!
After the singing of the Intergalacticon to start proceedings on the 20th of December we formally welcomed the galactic delegations. Despite the threat of imperialist war from the Citadel, comrades from the galaxy over braved attending the Congress to see democratic centralism in action. Communists from asari space, the Salarian Union, and even the Migrant Fleet were all welcomed to a standing ovation. The belle of the ball, of course, were our turian brothers whose delegation was lead by the famed Colonel Vakarian, an old anti-fascist who fought alongside Hero of the Socialist Brotherhood Commander Marat Shepard to bring peace and socialism to the galaxy.
With all seated, we then began a vigorous debate on three main issues: the status of Grand Turia, our relations to the Citadel Council, and the selection of the Central Committee to lead us through the coming crisis. All of these were big issues that met with comradely debate and which I am happy to tell you we have resolved to the satisfaction of the resounding majority of the Congress.
The first issue over what was to be done with Turia was raised by comrade Ezio Montefiore, the Politburo chief of recruitment who advocated that a turian Communist League (as the Democratic Officers' League has been re-named to show off their adherence to Marxism-Leninism) membership be made as good as a Party one within Brotherhood space. This lead to a raucous debate as, though humanity gave the turian people their fraternal greetings upon the overthrow of their bonapartist dictatorship, we still have not officially recognized them! Nor has there been any effort made to stop the slanders made against the new workers' and soldiers' regime on the Citadel, where the imperialists continue to refuse to give any acknowledgement to the new regime. After a heartfelt demand for aid was given in a short speech by comrade Vakarian, the delegates voted eighty nine percent to unilaterally recognize the Turian Democratic Republic and officially extend fraternal membership in the Party to all members of their own League. This was met with thundering applause and another singing of the Intergalacticon. Most of the Politburo was content to laud the decision. only comrade Udina the exiled Councillor, who was able to attend Congress after recovering from the wounds given to him by the bourgeois imperialists escaping the Citadel, spoke against the motion so as to prevent war. The Party comrades though thanked him for his service, and the wounds he bore in the defence of galactic socialism, but comrade Vakarian pointed out the best way to ensure peace was to spread revolution and so comrade Udina comradely assented to the will of the majority and was congragulated for his socialist loyalty by the comrades of the turian delegation.
After this comrade Udina again spoke on our relations with the Council and, despite his bodily harmed, asked the Congress not to demand war from the Supreme Soviet as it "is not the role of the Brotherhood to reign death upon foreign toilers, though the imperialists do so without concern." This speech met with another standing ovation and the debate over how the Party recognize the authority of the Council raged on into the night. Comrade Udina urged for peace and said that we must recognize the legitimate authority of the galaxy for the purposes of collective security, no matter how ideologically bankrupt they be, and he was seconded by comrade Corps Commander Oleg Petrovsky from the Army who asked that all efforts be made by the Militia to watch our borders, especially in the wake of raids by batarina provocateurs. This was met with some debate as many comrades advocated we denounce the Council altogether. It took most of 21st December, but but by the early morning the decision was made to refuse to grant legitimacy to the Council actions and state that the true Council should be made up of the socialist humanity and turian species with representatives from the others. In response to imperialist aggression, the Congress further moved that a military alliance be set up with the true government of Grand Turia to defend against any provocations. These issues will be debated once more by the Supreme Soviet on the 25th December.
At last it came time to elect the Central Committee, who in turn will elect the new Politburo in six months' time or following the immediate cessation of the current crisis. Following a traditional Brazilian barbecue and game of internationalist football alongside our alien guests, the delegates returned to the Congress and debated the lists of who should be elected to their positions. At last, the detachments from each part of society, the workers, the peasants, and the various branches of the Red Armed Forces voted on who would represent them within the CC and the list was made public yesterday. Congratulations to all those elected and I look forward to working with you all!
It was sad to see so many comrades go, but the Congress could not last forever. After another singing of the Intergalacticon and the exchange of gifts between our own comrades and the foreign representatives, we retired to a communist "party" on one of the islands in the bay for some well-deserved relaxation time. The morning after, many a heavy head boarded their planes and ships for all over the Brotherhood and galaxy.
This Congress was historic and a great success. Onward to the victory of socialism!

Constitution of the Pact of Mars, December 28, 2185
Approved by Supreme Soviet of the Socialist Brotherhood of Humanity and Revolutionary Council of Grand Turia
The Pact of Mars is hereby founded as an alliance open to any socialist power in defence of their respective peoples and of the socialist system as a whole.
The Pact of Mars has as its foundation the ideas of scientific socialist Marxism-Leninism with the final goal of the transition to a communist society.
The ruling class of all Pact nations will be the working class, lead by a single revolutionary vanguard and communist Party.
No attempts shall be made to undermine the socialist system, nor shall any member of the Pact tolerate the restoration via counter-revolution of capitalism in an allied power.
The collective security of all Pact nations will be co-ordinated via respective command staffs for the purposes of the defence of galactic socialism
All Pact nations will defend with the full force of their military might persecuted fellow comrades
The Pact will be headquartered on the planet Mars, where its offices and Stavka (general staff) and permanent personnel located there.
The military leadership of the Pact will be nominated by their respective nations to be elected by the memberships of their constituent militaries.
The positions of leadership are to be the Chief of the Combined Staff, Deputy Chief of the Combined Staff, Head of Operations, Head of Administration, Head of Training, Head of Doctrine, Head of Propaganda, Head of Intelligence, and Head of Political Agitation. These positions will be elaborated on in a following document. All are subject to the democratic right of recall of a two-thirds majority.
A full member of the Pact will be granted full voting rights on how many forces and money to allocate to the overall security framework. However these commitments shall never be less than a membership payment of seven trillion galactic credits and a standing force of corps strength ready for rapid deployment.
All full members will defend all other full members as if on the same level of mobilization. A total war for one shall be a total war for all. Members shall share all military intelligence and swear to assist one another as class brothers and comrades-in-arms. They shall strengthen this through bonds of trade and the dissemination of superior military technology via their democratic planned economies.
Full members shall further have the exclusive right to nominate and vote on addenda or amendments to the Pact Constitution.
As of the writing of this document, the full members are the Democratic Republic of Grand Turia and Socialist Brotherhood of Humanity.
The Pact shall allow other fraternal socialist-oriented races to participate as observer members.
Observer nations shall have no duties but will be permitted to watch proceedings of the Pact, share intelligence, and petition military aid.
To qualify to become an observer, a sovereign nation must acknowledge the need for a democratic and socialist economy and classify itself as being both progressive and working-class in orientation.
Observers are not full members but if one full member decides to assist one, then all full members shall do their utmost to assist it.
This Constitution is sacrosanct and cannot be modified under any circumstances whatsoever by any hostile bourgeios power.
