Crime is almost unknown, thanks to a well-funded, all female, police force and progressive social policies in education and welfare. School boys are required to pass vigorous self-mastery and sensitivity training to become citizens at the age of eighteen. Lest they be deported to the penal colony on Rejectavia, the second and smaller of the two moons of the Empire.
