When asked, Bell said he was new to adventuring. That was more than enough reason for any Familia to turn him away. They were asking the wrong question. They really should've asked if he was any good at fighting. Or magic.

I wasn't strong enough to protect Orario, and as a result the city crumbled and died, vanishing in a sea of flames, everyone I'd ever loved following soon after. I did gain the necessary strength eventually though, but by then it was far too late. So when an opportunity to go back and do it all again presented itself, I took it, and this time, strength would not be an issue.

In a strange course of events, Bell never meets Hestia. Instead he decides to attempt the Dungeon alone, without a Familia.
