Sally died when Percy was ten years old, leaving him to run from monsters and survive in the wild by himself. His father was able to help very little tied by the Ancient Laws. Percy has been able to survive for two years on his own, avoiding Camp Half-Blood so Zeus wouldn't find him. But the world of gods and monsters is unavoidable.
