"Civillain"

Civillain
noun
1."Civilian Villain"
"Once again, the villain has gotten out of the Cardboard Prison. But this time, they've just served their sentence, with possible time off for good behavior, and guess what? They're no longer interested in crime, they just want to be an upstanding citizen. The system works! And if you believe that, then I've got a 'slightly used' Death Ray to sell you."

Alternative Title(s): I, Reformed Sucker. Falsely Reformed Villain. Creepy Crossdresser.

[XI: Peacekeeper Character Form]

Legal Name: [The character's actual name]
Age: [Peacekeepers, in my AU, are recruited at the age of 16 (if from D2 and D4) and 18, cue about a year and a half of training, they'll be a fully formed Peacekeeper at the age of around eighteen/twenty]

Peacekeeper Designation No.: [Peacekeepers recruited AFTER the 70th HG (so any Peacekeeper under the age of twenty (if from D2 & 4) or twenty-two (if from anywhere else) will have a Designation number. Three letters, a dash (-) followed by two 0s, another letter, followed by four more numbers. So it would look like, if L stands for Letter, and N for Number: LLL-00LNNN. One such example of a Peacekeeper Designation is RRN-00J5499.]

Peacekeeper Callsign: [Not necessarily applicable for all Peacekeepers; in my AU, Peacekeepers of rank (Ie: Commander, Captain, Minister, General) tend to go by their legal, or 'natural' name, as do those older Peacekeepers who came about before the 70th HG (Like Darius, and Purnia). Those of standard infantry rank and enlisted after the 70th HG, however, having only a Peacekeeper Designation to go by may have a 'nickname'. For example, my character WKN-00N9557 goes by the nickname of "Niner", due to the "N9" in his Designation. However, they may be named for other reasons: such as a characteristic trait. Think of the seven dwarves, or something; it's part of their character and has some connection to their wearer. Another example: A sniper named Peekaboo. It adds a bit of humanity to an otherwise cold system. ]

Rank: [Not really introduced in terms of the Cannon HG universe. In the books, they had Commander, etc. In the movies, I heard the term "War Minister" thrown about as well. For ease of reference, I use the following:

Cadet : Peacekeeper In Training.

Leader: A Peacekeeper who commands a squad of up to seven.
Captain: A peacekeeper who not only commands a squad (think of it as the main, elite squad of a Command ―― the Pilus Prior of the Roman army, which the Capitol is essentially is based off) but holds a Second-In-Command role under a Commander. Generally, Captains are Peacekeepers who are 'slated' for a Command position in later life.
Commander: Like Thread, and Cray. Only in my AU, there is a difference between Head Peacekeeper and Commander: 'Head Peacekeepers' are for Peacekeepers in charge of a District: Commanders may or may not be stationed as District leaders, so may not be HP's. For example, in my AU, District 10 is so large it has two Commanders: one who Commands the main towns, and another that commands the patrols that manoeuvre the large distances between the towns and borders. Both of those two Commanders are commanded by a Head Peacekeeper who is a General.

General: Commands one of fourteen Peacekeeper 'Commands', either in a District personally or back in the Capitol.
War Minister: One of President Snow's little minions. Capitol bred folk who got to an academy and never actually work in a district at all. The Gamemakers of the Peacekeeper Corps.

Now these aren't canon, and not typically 'functional' ranks in terms of an actual military, but the Peacekeepers don't actually strike me as being completely compartmentalized regardless]

Originates From: [Where your Peacekeeper was originally born; District or Captiol]

Home Command: [In my AU, Peacekeepers are sorted into fourteen 'Commands', which are as follows:

The Honor Guard: President Snow's personal Peacekeeper Command; the guys at the presidential palace, the guys knocking about in the Tribute Centre, etc. Commanded by a General, the Honor Guard is generally slated for the best of the best.
January-1 Command: Generally presides over District 1 and some of the outskirts; filled with some of the weaker or newest troops due to the District's relative safety. Commander is in charge as Head Peacekeeper.
February-2 Command: Presides over District 11. It is a large Command that is essentially split into three; one for fields, one for main towns and another for 'the wall'. Three Commanders with a General as Head Peacekeeper, filled with 'the Good Troops' and plenty of them.
March-3 Command: Another one of the weaker Commands that oversees District 5. Commander is Head Peacekeeper.
April-4 Command: District 4. A tougher Peacekeeper Command for otherwise a tough District. No special designation, but numerous; Commander is in charge of District affairs.
May-5 Command: District 6. A weak Command. Commander is Head Peacekeeper.
June-6 Command: District 5. Same as above.
July-7 Command: District 8. Same as the above. 'Shares' some of it's personnel with District 12.
August-8 Command: District 3. Filled with the 'Selective Troops'. Relatively small in size, but is made of up of good, solid Peacekeepers. Commander is in charge as Head Peacekeeper
September-9 Command: District 2. A likely place to find trainees and raw recruits due to the safety of the District and the close proximity of Peacekeeper Command. Commanded by a General in-District, with a separate Head Peacekeeper.
October-10 Command: District 7. A large Command with a good number of 'Veteran' Peacekeepers. 'Shares' some of it's personnel with District 12, alongside July-7 Command.
November-11 Command: Oversees District 10. Split into two, one for the road, the other for the actual towns, with a Commander in charge of each. A general is in command as Head Peacekeeper.
December-12 Command: Filled with "The Finest of the Young", and currently (as of the turn of the 75th HG) in charge of District 12, Commanded by Thread. A small Command, in terms of size, but filled with young Peacekeepers who are all in the highest percentile of ability.
Airborne Command:
Peacekeepers who are serving aboard the Hovercrafts and other airborne transport. The largest, with the most serving Commanders (one for each 'large' hovercraft).

So if you have a Peacekeeper that serves in Seven, they will be part of October-10 Command, and so on and so forth]

Who are they loyal to? [Peacekeepers come in all shapes and forms, but almost all of them are affected by the intense training drugged and conditioned, etc. In the end, who is your Peacekeeper most loyal to? Their home? The Peacekeeper Corps? The Capitol? Thirteen?
Why?

Known Family:
Known Personnel:
[Who they know in the Peacekeeper Corps]

Short Backstory: [How your Peacekeeper got into the corps, why, etc; what they did.]

Aditional Facts:

How your Peacekeeper will feature: [What will your Peacekeeper do? Bomb D12 and then defect? Fight the rebels in D2? Protect the President? Run before the rebellion even starts for reasons unknown? Train as a Cadet? You decide what I write about. How does your Peacekeeper feature?]

[XI: Peacekeeper Character Form EXAMPLE]

Memorable Quote: Cannon? Well, if it's Cannon: "Give me one reason I shouldn’t shoot you." - 307.7 / 556, Mockingjay.

Legal Name: Barnabas Quintillus.
Age: 20 [75th HG, 22 [End of Rebellion]

Peacekeeper Designation No.: WKN-00N9557

Peacekeeper Callsign: Niner, due to the 'N9' in his Designation, and the unavailability of many other 'Common' Peacekeeper nicknames, such as Zero-Zero and Keyen. After the War, he goes by the name Niner Quintillus.

Rank: Captain [75th HG, Commander [Second Rebellion, Chief Superintendent [End of Rebellion].

Originates From: District 2.

Home Command: November-11 Command.

Who are they loyal to? First and foremost; the Peacekeeper Corps and his fellow Peacekeepers.
Why? Niner is quite literally "the Peacekeeper", he's all for Panem, and he's all for the Peacekeeper Corps. Niner loves his country and his people his people, however, are not the Districts; they are the Peacekeepers he has lived and bled with for the past six years. He is not, however, for the Capitol. He sees such as a threat to not only Panem, but to Peacekeepers, and therefore sides with the Rebellion once it becomes clear that neither will be safe. He has a similar viewpoint of District 13. This is partly due to the fact that, like many "Next Generation Peacekeepers", Niner has been radicalized and conditioned extensively. He hates District 13 because the Capitol made him do so, just as he hates the Capitol because they made him do so.

Known Family: To Niner, there is no distinction between 'family' and 'personnel'. However to comply:
- "Mother": Due to the intensity of his conditioning, Niner has actually forgotten most about his life before the Peacekeeper Corps, and ergo does not remember much about his mother.
- "Father": Same as the above, although technically "step-father".
- "Sister": Same as the above, although technically "step-sister".
- Romulus Thread: The reason for Niner being drafted under Patrimonial Circumstances. It didn't stop Niner for killing the bastard, however.

Known Personnel:
- Commander WKN-00N9557 / Corvo:
Niner's closest remaining friend from the Corps, Corvo has known Niner since they both defected.
- SIV-00K5135 / Sivvy: Another friend. Died during the Rebellion.
- Darius: OKAY YES IN MY AU HE SURVIVES! BLEGH!

Short Backstory: Also known as the Peacekeeper that very nearly killed Katniss during the D2 Train scene in the Mockingjay. Like many Peacekeepers, Niner originates from D2, where he joined after being dropped from the Program at sixteen after training for the Games since he was seven. Unbeknownst to him until later on, Niner was actually Drafted due to 'Patrimonial Circumstances', and slated for a future Command role once it became obvious in training that he had an exceptional grasp of emotional and introspection intelligence. This whole idea of a career being 'organized' left Niner with a stringent inability to act on what he saw as a normal level with his fellow Peacekeeper recruits -- in fact, he saw himself being unfairly targeted and, as a direct result, went out of his way to appease and generally be liked by his comrades, resulting in a personality that was terribly, if not fanatically loyal to the Corps, and what many would describe as a typical 'pleaser'.

One of the few Peacekeepers that learned from an early stage how to 'fake', Niner grew up in training far more attuned to the rumors of dissent than others, and softened to the idea to the point of being deliberately lenient on criminals. Due to his loyalty and promise, this was seen by his superiors as the downside of his outlandishly 'nice guy' personality, when in reality it was a severe lapse in his conditioning. During his time in the Peacekeeper Corps, Niner walked the uneasy line between being a good Peacekeeper and somehow managing to keep his sanity at the same time, but his loyalty to the Capitol eventually broke when the state of his fellow Peacekeepers drifted into uncertainty. Killing his Commander and taking his rank during the destruction of the Peacekeeper Command in Two, Niner led what remained of November-11 Command out into the District, only to become seriously injured on the way out. He's that asshole who threatened to shoot Katniss but didn't.

Additional Facts:

Niner, due to his height and build, is on a strict diet in order to curb additional weight gain -- he often breaks his promise to his nutritionists as a direct result. Caesar uses conventional military tactics only 42.3% of the time. He is unashamedly, hypersexually bi. Niner has known to be a dangerous user of elastic bands. It has been said that it is easier to murder a box of puppies then face Niner's 'Sad Face'. He has a fear of wobbly objects.
