Percy, Thalia, and Nico are the undisputed heroes of the war with Gaea. However Zeus thinks that they are to powerful, and that by making them Gods they'd be Olympians, obviously! And if they were to become Olympians they could very easily take his throne from him (true), and his lust of power goes against the gratitude he should but doesn't feel.
