It's because people will get mad and start postung flames on MY stories. Keep in mind that I do NOT flame. I just use constructive critism. I don't report anyone, I rather wait until you get in trouble yourself. I also don't take lightly to excuses such as 'I saw lots of things like this' or 'I never saw it state I can do this' There are somethings that aren't allowed her anymore, such as song-fics or Mature Adult things.
