Shepard and Garrus want to explore what their feelings for each other could mean, and the possibility of a relationship. But life, death, and a war against the Reapers always gets in the way. They both have to decide if what they want is worth pursuing, or if it's safer to keep putting decisions off until one day, in the future, when things settle down.

Just my version of events regarding Mass Effect II. Personally feel it's a better story than 'Search for Saren'. As stated within, it is no longer a prequel in regards to 'Promises Made, Promises Kept'.
