Fenton disappeared and is presumed dead, leaving Frank and Joe to the mercy of the foster care system. Assigned to separate homes, the boys try to prove that their father is alive. With the rash of petty crime affecting her school, Nancy is suspicious of the two newest students. The story they tell doesn't make sense, and Bess' new neighbor is on the top of her suspect list.
