At age 20, Sanji is still a Vinsmoke and Nami is still enslaved to Arlong. Thanks to Nami's maps, Arlong rules over most of East Blue. Desperate to regain North Blue, Judge requests Arlong give him Nami's help and in exchange Germa 66 will aid Arlong in defending his territory.
