Though originally on the side of the districts, their eagerness to participate in the rebellion dwindled as their economy did the same. Not much use for luxury products during times of war. The district is clambering to get back on its feet after the war, with thousands out of work and plunged into poverty they’re so unused to. But the people of 1 are nothing if not cunning and resourceful, and many are determined to claw their way back to the top, no matter what it takes. District 2: Unlike most other districts, 2 is steadily rising in status now that the war has ended. Originally, they stayed neutral as the first signs of rebellion broke out. However, as the second most populous district, there were inevitably a few groups of rebels that banded together to stir up the fight from within. The government of 2 was having none of that, and created its new Peacekeeping force for the express purpose of governing their people. The soldiers were well-trained, efficient, and merciless in doling out justice, all traits that caught the Capitol’s eye. When the war began going south for the Capitol, they made 2 an offer the district couldn’t refuse. The new Peacekeepers went off to fight for the Capitol, while 2 shot up on the scale of wealth as they were now permitted to manufacture weapons for the war as well as perform their usual mining tasks. Many people in 2, however, were not pleased with the district’s pro-Capitol stance. While they can’t voice their distaste aloud for fear of retaliation from the Peacekeepers, obvious tensions have grown between the people. Friends are hard to come by, trust nearly nonexistent—a great divide separates 2’s people, one nearly impossible to heal. District 3: Originally one of the wealthier districts, 3 took a huge hit after the war ended as they were one of the first districts to jump to 13’s aid when the rebellion began. Now its people live in abject poverty, their statuses little above slaves as they toil away to supply the Capitol with all their technological needs. The people themselves have been banned from using any electronics, and are kept in rundown towns and camps on the edges of the cities, where they are carted off to work every day by heavily armed forces of Peacekeepers. Only the rich and influential who are known Capitol supporters are permitted to live in these cities with all their typical accommodations. The people of 3 are unhappy, and they’re unsure who to be unhappier with: the Capitol, 2 and its Peacekeepers, their own upper class, or 13 for getting them into this mess. District 4: While quite rebellious in nature, 4 has perhaps suffered the least out of all districts. Their own fishing industry ensured their people didn’t go hungry even when food supplies from 9, 10, and 11 were interrupted. 4 also had less civilian casualties than many districts, as they sent many of their people out to sea during the war, to stay safe on small islands out in the ocean. However, many did fight for the cause in 4, and a good many people lost their lives. 4 is a district of big families and wide circles of friends, so nearly everyone has a brother or a sister of a friend or some such relation who fell in battle. As such, the people of 4 thirst for vengeance, but they’re smart enough to bide their time as the Peacekeepers have cracked down harshly since their arrival in the district. District 5: As 5 supplies power throughout Panem, they often worked closely with 3 before the war, back when inter-district travel was still legal for most. Many think less of 5 because of this, often referring to them as 3’s other district, which the people of 5 have come to resent, especially due to their now strained relationship with 3. 5 was one of the last districts to join the rebellion, but because of their close association with 3, they’ve been punished just as harshly, a fate they don’t believe to be fair. Bitter towards the other districts now, 5 is determined to climb out of 3’s shadow and show they have no reason to be lumped in with that rebellious lot. District 6: Always a rather unstable district due to their incredibly large population, 6 has fallen into full blown chaos since the war ended. Crime has always run rampant in the district, which is notorious for its gangs, issues with drugs, and worryingly high counts of assaults and murders. The people here are rebellious, sure, but for them it’s less about banding together to take down their ruthless leaders and more about ensuring their place on top. It’s kill or be killed in 6, and even with the Peacekeepers trying to bring some form of order, it’s still one of the scariest places to be in Panem. District 7: One of the most pacifistic districts in Panem, not much has changed for 7 since the war ended. Yes, they fought the Capitol, but only because the other districts were doing it. Yes, they now have to deal with a large force of the Peacekeepers, but the law enforcement and the general populace have come to an understanding of sorts. As a result, the Peacekeepers are much gentler than they are most other places, and the people of 7 more docile than most ex-rebels. They’re still allowed to have weapons around, such as their axes to continue their lumber jobs, but rarely does anyone abuse this privilege. Hard-working and down-to-earth, the people of 7 are much more concerned about their own district and people’s well-being rather than what’s going on outside the confines of their forests. District 8: Once belittled as the “Capitol of the districts” for its more artistic focuses, 8 took the opportunity to rise up beyond this stereotype during the war and contributed significantly to the rebellion effort. However, this didn’t stop the Capitol from tearing them down like it did every other district. 8 has its Peacekeepers and its strict rules, but their punishment has been decidedly different from most. Their tortures are much more verbal and emotional rather than physical. Even the Capitol doesn’t take them seriously, viewing them more as a misbehaving sibling or, to be more accurate, a bad pet that needs to be taught a lesson. As such, the people of 8 are more often humiliated and degraded than anything else. This only spurs on the angry, rebellious spirits of the people, but there is little they can do when faced with the might of the Peacekeepers. District 9: Many forget about District 9, and the people who live there are perfectly fine with that. Their situation with 11 is rather like 5’s in relation to 3, however the people of 9 are perfectly happy living in the shadow of a more rebellious district. 9 had soldiers who fought in the war, yes, but they neither fought much nor fought well. Naturally quieter and more cautious folk, the people of 9 stick to their own jobs and lives and don’t bury their noses in anyone else’s business. Any remaining rebels who speak out against the Capitol are often shunned and treated as deranged or diseased, people to be ignored and avoided as much as possible. District 10: A more blunt and matter-of-fact populace you could not find outside of 10. After their hopes of better lives with the rebellion were crushed when the Capitol invaded, the people of 10 became bitter realists, accepting their situation would never change and sticking to this belief. They are strong, hardy people who are learning to deal with the new hardships in their lives, taking things in stride because the alternative is raising a fuss, and no one has time for that. District 11: Perhaps the most tortured district now that the war has ended, 11 is absolutely loathed by the Capitol. This district is in charge of agriculture and food production; as such, they are vital to all of Panem’s existence. During the rebellion, they cut the Capitol off, refusing to send any more food. This resulted in widespread panic throughout the Capitol, not to mention an outbreak of starvation its citizens had never needed to deal with before. 11 put them through hell, and the Capitol is dead-set on returning the favour. The Peacekeepers are brutal, the working hours are ridiculous, the pay is nonexistent, and all citizens must adhere to a strict set of rules that, if broken, will result in a public beating or execution. The Hunger Games was named as a slight to the people of 11; the Capitol is ready for them to face their own turn at starvation. District 12: The smallest, least populated district in Panem, 12’s had it tough since the war ended. Fear the Capitol will obliterate them next runs rampant throughout the district, and the new Peacekeepers aren’t helping calm matters. Neither is the district’s dire economic situation; nearly every citizen is struggling with poverty and starvation, yet still there are a lack of workers in the mines. So many of 12’s adults died in the war, it’s fallen to many seniors and older children to pick up the slack; meanwhile, orphans run rampant on the streets, unsure of what to do or where to go now that their parents are gone.
