Dawn, May and Misty all apply for painting class but due to the popularity of the class, too many people applied and some did not get in. Lucas flipped through papers. He was frustrated but he had to give them props...again.

As soon as Lucas joined the police force, he spent his days tracking the members of a dangerous mafia named the Rare Hunters. They bargain and steal rare pokemon, usually legendaries.

They had just stolen a Zapados from it's protected safe with no detection.

They got away...again.

All Lucas has found out was that the leaders name was Paul. He also found out that thy do anything to get their hands on these Pokemon. As they stole the Zapados, they also kidnapped the Secretary of Security, known to Lucas and his team as 'The Commander' because he commanded the police forces and made arrangements for rare Pokemon security. Then Paul called Lucas and ordered a trade: The Commander for Entee. If they didn't agree, Paul said that they would kill The Commander.

Lucas didn't agree.

And he was waiting to see what they would do next.
