Neither...Near and Matt barely talk to each other in the storyline, and while it's true they could've been together during Wammy's house, it's most likely not the case, what with Matt being with Mello and Near being unemotional.

MelloXNear is just messed up, because it clearly states in the book that Mello hates each other. And there is only a 3 percent chance in the anime/manga they will fall for each other, but all the MXN fanfics just raised that percent up to 45.
