It is the year 1934 and the whole world is feeling the weight of the Great Depression. Arthur Kirkland receives a letter from the President of the United asking him to come on "urgent" business. He is soon unexpectedly sent on a wild goose chase and ends up with his friend Alfred Jones in the heart of Cincinnati, Ohio where all sorts of misadventures await.
