Even after being wiped, he remembers her face, that she is a friend, she is good. He will protect her, not because he's ordered to, but because he wants to. His heart and head aren't as heavy when she's around.

HYDRA's exposed, SHIELD is officially over and The Winter Soldier is lost somewhere in the middle. At least he's not lost alone. Lucy was just a tech in way too deep. Ashamed of what she's done, Lucy wants to help him come to terms with his past & help him repair his relationship with Steve.
