Hina Sakurai (OC) comes back from Nagoya to her hometown, Ikebukuro, after 4 years from graduating at Raira Academy. She's gets to see her classmates Izaya and Shizuo and her childhood friend Shinra Kishitani. Although, she came for one purpose only. That purpose is to become the new officer in the city and to execute criminals in the crime-infested Ikebukuro.
