Regulus Black/Severus Snape because they made so many bad choices because something from their past but they really are good people. I also think you never really know them at all, Regulus not being there and Snape hiding so much of his self that it makes it fun to imagine what they could have been like.

Wormtail because he betrayed so many people who trusted him with their lives and he is such a git (I sound British :D)
