While the bulk of Starfleet is otherwise engaged in conflicts at the farthest edges of Federation space, a hit and run on a founding world from an Orion raider turns ordinary citizens into victims of war. A research science vessel, the USS Andoria, must cross the disputed border in an attempt to rescue them.
