Yes, the world needs heroes to counteract the villains. But what about the people who aren't heroes or villains, yet have powerful, dangerous quirks? The government mitigates the danger to the public by having everyone register their quirks once they are a certain age, but who takes care of all of that? That would be the Quirk Social Workers' job.
