Nobody asked questions when the Italian Welfare Agency took in a shattered and damaged boy at the age of twelve. Nor did the agency ask why Special Op. Agent Roy Mustang had been so intent on becoming the boy's supervisor. The boy did not ask why he was handed a handgun as soon as his extensive surgery was complete, either. He was simply glad to have his Fratello at his side.
