Every person is born with a tattoo, the tattoo is always plain and black, no colour or shade. The tattoo is a sign of a person's soul mate, the outline fills in and shades to finish the tattoo when a person meets their soul mate. The images and colours all represent the person's soul mate's personality, it's like having a part of that person permanently with your body.
