Applications for Outlaws are closed. I'll try to fit in everyone who applied, but I really need more villains. :D
I'm answering a question I received here concerning children of canon characters, specifically the X-Men. The short answer is that I don't mind original children of canons. The longer answer is that you have to keep in mind that it's only been ten years since the end of the show in both real time and story time. Take Scott and Jean for example--they were eighteen when the show ended. If they had a child shortly thereafter, that child would only be 9-10 years old. Younger characters would have younger children. I don't have a problem with this. It's just something to keep in mind when creating your characters.
The Outlaws are a small and somewhat low-profile organization, working for mutant-equality. Initially, there were five members, and the group mostly met up after school to complain about how mutants were treated without actually accomplishing anything. As they got older and other movements gained momentum they became more motivated and active. They began spying and picketing, calling themselves “Outlaws” because that was what the government was trying to make them. As they became more ambitious, their missions became more dangerous, until one day one of their original members—Cybele “Keen” Waters—was killed trying to infiltrate Senator Robert Kelly’s presidential campaign offices. Two guards were also killed, and the media instantly took to slandering Keen, and labeling the Outlaws “terrorists” for their actions.
You may submit a hero or villain type character. Please be as descriptive as possible in all categories, and include any additional information you think I might have overlooked. I need three people who are current members of the Outlaws, and four or five new recruits. The recruits can be from anywhere in the world, and be previously affiliated with any of the established groups, or they can have no previous affiliations. Current Outlaws are from the suburbs of Boston. For the sake of ease, I’ve created a fake town called Canondale where they need to have lived for at least the past five years, and be sixteen to nineteen years old. Before that time they can be from anywhere. Canondale is a middle-class suburb, with an elementary, middle, and high school, and a decent downtown area for shopping and entertainment. The town wasn’t overtly discriminatory toward mutants, but bullying and/ or crimes against mutants were sometimes overlooked.
Have fun! Go forth! Be creative!

Name: Cybele Waters
Nickname: Cy
Age: 19
Alias: Keen
Allegiance (current or before Outlaws, X-Men, SHIELD, Brotherhood, Morlocks, etc.): An original member of the Outlaws. Was sixteen when the group formed.
Appearance: 5’7”, 130 lbs, brunette, grey eyes, tan skin. Ran track in school, and still goes jogging, so she has an athletic build. Usually wears hair in a ponytail, and dresses casually in jeans and t-shirts. Sometimes only wears sweats or even pajamas if she doesn’t feel like getting dressed up.
Uniform: Plain grey bodysuit that covers most of her skin, except for her head. Knee-high boots, and occasionally wears goggles to help hide her facial features.
Personality (likes, dislikes, etc.): Very protective of her friends, sarcastic, can be abrasive, but is usually friendly. Very close with the other Outlaws, and treats them like family. Also very neat, and constantly nags messier members for not cleaning up after themselves. Sort of the mother-hen of the group, but not judgmental or pushy. She was the unofficial leader, though they usually worked more as a team, making decisions together. She likes parties, cheeses, and dancing. Her biggest fear was something bad happening to her family.
Type of Person They Would Be Attracted To/ Gender Preference (or actual character): Would be attracted to someone who looks out for their friends, and who owns up to what they say.
Is Romance Okay?:
Power: Astral projection. Cannot read minds, but can possess them. Cannot hear or see normally while projected; the world appears foggy and intangible, and the only thing that stands out are the glowing “pinpricks” of peoples’ minds. Never mastered possession of other humans, and had to limit herself to animals.
Other skills: Likes to cook, though she’s not very good at it.
Brief History: Born in Boston, raised in the suburbs, was always a good student. Discovered powers one night at a slumber party that she was invited to chiefly so she could be made fun of. Was fearful at first, until she met other mutants at her school and formed a small club for mutants. As time went on, they became an active mutant rights group that became labeled as a terrorist organization after her death.
Names of Family Members, Friends: Lucas Waters, father, Bethany Waters, mother, Marissa Waters, little sister, Calvin Santiago, fellow Outlaw, other Outlaws.
Additional Info: Made herself a martyr when she tried to possess two guards at Senator Robert Kelly’s campaign offices on what was supposed to have been a simple infiltration mission, killing them and herself in the process so that her teammates wouldn’t try to rescue her, and so that she could not be captured. Shortly before her death she found that Kelly has been working with the Friends of Humanity, which he had previously denied.
Name: Calvin Santiago
Nickname: Cal
Age: 18
Alias: Eye-Shot
Nationality/ Ethnicity: Colombian-American
Allegiance (current or before Outlaws, X-Men, SHIELD, Brotherhood, Morlocks, etc.): Outlaw
Appearance: 5’11”, 165 lbs, dark, somewhat curly hair that he usually slicks back, lanky, not very physically imposing. Tries to dress “stylishly”, and often looks like he just walked out of an LMFAO music video. Wears tight pants and v-necks, and the occasional hoodie.
Uniform: He’s not big into the whole uniform thing, but he wears all black, usually with combat boots, a heavy jacket with a hood, and a bandana to hide the lower half of his face. Also wears gloves so as not to leave fingerprints.
Personality (likes, dislikes, fears, etc.): Not always the easiest guy to get along with. Tends to crack jokes at the wrong time, has no sense of what is appropriate for the situation. Always tries to be funny, because he is not comfortable displaying his true emotions, and this often grates on opposing personalities. He is afraid of being killed by anti-mutant groups, or other mutants, though before Keen’s death he never really considered it a possibility. Often feels he’s way in over his head, and usually feels sort of useless. With Keen dead he will likely follow someone else’s lead. He likes music (literally any kind), and sleeping. He considers himself a pacifist, particularly since his powers have nothing to do with fighting.
Type of Person They Would be Attracted To/ Gender Preference (or actual character): He’s attracted to girls who like to party, but he’s not very good at picking them up or talking to them or relationships.
Is Romance Okay?:
Power: Calvin’s abilities lie within his senses, primarily his eyes. His hearing and sense of smell are also slightly better than a normal human’s, but his eyesight far exceeds that. With 20/1 vision, he can see things from twenty feet away as though they were right in front of him. This makes him useful for spying. He is also training himself to read lips, and he can see just as well in the dark as he can during the day. Recently he’s been having headaches, during which his eyes will change from brown to red, offering up infrared vision, though he has yet to do this willingly.
Other skills: Can speak Spanish, though not as well as a native speaker. Sometimes feels his sense of humor is too advanced for mere mortals to comprehend.
Brief History: Born and raised in New York City, he was pissed when his parents decided to move to the town where his aunt lived, just outside of Boston, when he was fourteen. Over the years he became less resentful, particularly when he began to realize he had some interesting abilities. Since his powers weren’t overly noticeable, he’s managed to keep them a secret from his family, whom he doesn’t confide in overmuch. He considers the Outlaws to be his real family, since they’ve been accepting of him from the moment he asked to join them in high school.
Names of Family Members, Friends: Carlos Santiago, father, Amelia Santiago, mother, Cybele Waters, fellow Outlaw, other Outlaws.
How Will They React to Keen’s Death? (angry, devastated, numb, etc.): He feels as though it’s his fault, and that he could have done something to prevent it. Has a lot of survivor’s guilt, but he manages to hide it fairly well.
