Came up with this while reading Catching Fire. Katniss and Peeta are on the victory and learn something shocking about Cato and Clove while talking to their parents. They were the real star-crossed lovers, not them.

Cato and Clove had plenty of chances to get rid of 23 and 24, Fire Girl and Lover Boy. Why didn't they? This is why. (The prequel is up now! :) )
