Zootopia is facing a new crisis a fish shortage as fishing boats are plagued by unknown and mysterious pirates. The ZPD is called in to solve the case, but it seems that there is more to it than meets the eye. Nick and Judy find themselves entangled with the ZIA and sent on a mission together with Agent Jack Savage to encounter creatures that haven't been seen in hundreds of years.
