Crime AU. The five major boroughs: Konoha, Kumo, Kiri, Suna, and Oto are all experiencing an increased rate in organized crime. In each borough, crime families are fighting, not only local police forces, but also each other, as rivals bent on conquering the other to rule as the top dog in the vicious, seedy, criminal underworld.
