The first army we're shown under Loki is the Chitauri. No one ever said he didn't have another one...or that they had to stand down and surrender after he's taken back to Asgard. Orders are orders, after all, and fans will be fans, no matter what world they're from. Let's just hope, for Fury's sanity's sake, that they won't be TOO mischievous, hmm?
