Tobi is Uchiha MAdara, but he went undercover 'cause he's Konoha's numbah 1 missing-nin. Pein is technically the leader of Akatsuki, but Tobi is commanding him. I have no idea who that chick is though. I believe that the sharingan was given to the Uchiha by the Bijuu or something (This is the one thing i'm iffy about) so Tobi is trying to get all the bijuu to unlock the Sharingan's true power or sometin'.
