The UDTL or Universal Destruction Threat Level is based off of the US Terror Theat Level Warning system.

There are seven colors the the UDTL, White, Blue, Yellow, Orange, Red and Black, with White being no threat and Black being at the Most Extreme threat for Universal Destruction. the other colors follow the USTTLW system. The DIGIDEFCON System follows that of the US DEFCON System with one major expecption, the addition of a DIGIDEFCON Zero. This means that All Hell has Broken loose in the Digital World, with the Digital Armed Forces ready within seconds of getting the order to deploy.
