One week later

The Young Chunin were once again gathered before the Hokage in a conference room, however this time they were all dressed in typical Konoha Chunin Uniform instead of their battle gear. What was most interesting was that Tsunade was sitting at her desk with Iruka, Kakashi, Gai, Yamato and Shizune sansei. However strangely enough their masters were absent from the meeting.

Tsunade looked at her young Chunin and said "my young Shinobi I am extremely proud of your accomplishments and abilities both on and off the battlefield your masters have taught you well and while you have been great students, it is now time for you to take your place in the great Military machine known as Konohagakure, much like your sensei before you.

As your sensei will now leave behind their Kunai and Shuriken behind to move on to more politically active roles within the village and outside it, it is time for you to step in to the shoes that they have left behind. However I cannot ignore the fact that many of you are from the many clans within Konoha and represent the cream of the crop of your respective clans.

It is my opinion that like your sensei before you, your talents are not to be wasted on the typical missions that are given to unexperienced and newly minted Chunin, however I cannot ignore either the fact that you do not have much practical experience in a leadership role and while I have no doubt that you all would flourish as great leaders, It would be unfair to other Chunin who have worked hard to gain their rank through conventional means and as such have more experience in the rank."

Kenpachi got to the crux of the matter straightaway and said "so if I understand this right, we have more skill but they have more experience and while many of these knuckleheads have some sort of fancy last name, there a bunch of layers of politics involved in this decisions, so how does it affect me, I'm just a guy with a sword and a bear for a best friend.

Kakashi was impressed at the succinct way the young Chunin had summarized the issue, and had to admit it having a fancy last name as the young Chunin put it did add an additional complication to the situation. but he could not help chuckle at Kenpachi's Blunt words, in a way they reminded him of Naruto and Kiba.

Iruka nodded his head and said "well put Kenpachi kun, however calling yourself a guy with a sword is a gross understatement of your abilities, additionally you and your friends have been trained by shinobi who are famous in their own right and heroes of a shinobi war, which puts an additional layer of, complexity to the situation.

Normally it is tradition for the New Chunin to be placed under the leadership of a more senior Chunin or Jonin. However that is not so easy this time around as currently due to the new rules put in place by the Hokage it is not as easy to become a Jonin as it once was and the amount of graduates to Jonin, the number of active Jonin we have in the village is also less than normal."

Hirako suddenly understanding the situation "Ah, so now I believe I understand the issue, due to the lower number of Jonin available, the Lady Hokage is forced to draw heavily from her Spec Ops Division of the Anbu black Ops to carry out the sudden influx of higher than average High Rank Missions that are coming in."

Chiruku also understood the situation and piped in "add this to the higher than normal number of Chunin that are unable to advance in rank as they lack the necessary skills is causing problems in command, because the subordinates do not know their leaders very well."

Hanabi spoke this time and said "I get it now not only that but the Anbu black ops are Elite soldiers directly under the direct control of the Hokage and as such do not normally go on missions or even interact very much professionally with the normal rank and File Chunin, its causing there to be a tenuous mix of Distrust, Ego, Pride and Jealousy. In short its similar to the relationship the Branch Hyuuga members have with the Head Family members."

Tsunade smiled with an evil glint in her eye and said "exactly right, however I believe I have the solution to the problem, I have a way of killing three birds with one stone and you kids are going to be my guinea pigs, you have learnt many skills in your training, however I have always believed that Humility is the best skill to master. you will each be to assigned to a different division of the Shinobi corps for a period of two years during which while you may apply for Promotion, you may not apply for any Vertical Movement for the at least Two Years, however after one year of service in your current Shinobi division you may apply for lateral movement or growth.

Therefore as of this moment I am disbanding your teams effective immediately and assigning you to different squads and team captains on an individual basis." She looked at the gathered Shinobi and said "when I call your name you will step forward."

The Chunin were disheartened to know their teams would be disbanded but they knew it was inevitable, and besides they were moving to different teams, not leaving for good.

Tsunade looked at the Shinobi in front of her and said "Chunin Kenpachi, Hirako and Udon, all three of have the skills required to Flourish as talented shinobi you will each Report to Anbu black Ops Division gate at the North end of the Village, where Gai, Yamato and Kakashi sensei will introduce you to your Commanders."

"they each bowed their heads in submission in acknowledgement of the order, It was then that Udon spoke and said "the fact that we three are being selected for the Anbu means that The Anbu black ops are currently in low supply of Shinobi who are skilled in Information gathering, Assignations, and stealth and tracking. Am I correct Millay Hokage?"

Gai laughed heartily and said "exactly corrects Udon Kun, additionally the Anbu Black Ops will be pleased to have you join their ranks, and your pedigree and feats in battle will quell much of the dpubts that are sure to arise especially when you are escorted by two former Anbu black Op captains and myself who although not associated with the Anbu have had many dealings with them in the past and as such would only further quell their worries.

Tsunade interrupted Gai and said "Moegi, Kenshin and Tatsuki you three will Report to the Konoha Shinobi center located on the east side of the village where you will be met by Shizune who will then introduce you to your Team Leaders."

Kenshin spoke up and said "am I to understand that while Moegi and I will be put on the roster for available Field Medics when the situation demands it, and Tatsuki will be delegated to a lab to create complex toxins for the use of both Anbu black ops and the normal Shinobi forces alike."

Shizune nodded her head "exactly Kenshin kun, since the Medical Hospital caters to both Anbu Black Ops and the normal Shinobi forces it will be a perfect place for you to be and with your having ties to the Anbu and Moegi being trained by Sakura and Ino, the Normal Shinobi will also be inclined to trust them more, additionally since Tatsuki is very closely allied with the Aburame clan, she will be able t act as a Neutral party."

Tsunade again looked at her paper on the desk and said "Chiruku, Konohamaru, and Moegi you are each to report to training ground 7 on the western side of the village tomorrow morning where Iruka Sensei will introduce you to your team captains."

Konohamaru this time spoke and said "let me guess since we three have the most flashiest techniques, are part of prominent clans who are known for their Strength and loyalty your looking to use us as Guinea pigs to bolster the armed forces of Konoha while at the same time making it seem that they got the best deal out of the three Shinobi divisions."

Tsunade who was quickly losing her patience at being interrupted said "I guess your not as stupid as you look brat, you got a problem with where I put you kid?"

Konohamaru had a cheeky grin and said "nope, I don't really care, although I have to say that's a pretty good plan, the way I see it this is just another stepping stone on my path to becoming Hokage after the Boss man."

Tsunade just looked exasperated and dismissed the Chunin gathered before her, as they left Tsunade said offhandedly "smart Kids, I can tell they are going to be a handful, thank Kami, that after Next week they are not my problem anymore. They will be your problem Kakashi!"

Kakashi for once had no comeback.

One week later

In conjunction with the Fire Daimyo, Tsunade performed the coronation ceremony of Kiba Inuzuka, Neji Hyuuga, Chouji Akimichi, Shikamaru Nara, Shino Aburame and Santa Yamanaka as they officially took their rightful place as Clan Heads, this was also the day that Naruto also announced his intentions create his wn clan and was coroneted Clan Head along with his friends and two days later Tsunade along with many of Konoha's Citizens Shinobi and Civilians alike attended the Marriage of Hinata Hyuuga to Naruto Namikaze.

And it was only shortly after the Marriage ceremony ended that Tsunade announced that she was stepping down as Hokage and retiring, and That Kakashi Hatake would be announced as the Sixth Hokage."

While too many it seemed as a normal passing of the guard as the newer generation took the reins while the older generation retired, to those in the know. Tsunade had executed a Great Masterstroke to unite the three divisions of Konoha as Kakashi was respected by many if not all the Shinobi of Konoha. Additionally with the Clan heads having Tsunade officiate the Ceremony as her last act as Hokage, they had Sent a powerful message to their allies and enemies alike. Konoha was united as a Shinobi nation under the Fire Nation and would continue to prosper in Wealth and power.
