Steve was trying to get hold of Tony, but he was failing miserably. Rosalie was wondering what was going on as Steve paced up and down the bottom of the bed. Rosalie had sat down on the end of the bed, legs folded underneath her. She had the TV on mute in the background, watching the news. But she wasn't even bothered about what was going on. She was more concerned about Wanda. They couldn't do this. Wanda was still a young woman. She was still a kid in Rosalie's eyes.
"He's still not picking up," Steve complained and tossed his phone onto the bed as he sat down next to Rosalie and she wrapped her hand around his forearm, her forehead going to sit on his shoulder as he looked down to her and kissed the top of her head. "I have got no idea what is going on."
"I don't know," Rosalie said, picking her head back up as Steve shook his head.
"This is tearing us apart, Rose," he said to his fiancée as she saw the anguish on his features. He was on the verge of being torn. He was struggling to cope. "I know that the Accords mean well, but I trust myself. I don't like trusting those higher up. That scares me."
"Hey," Rosalie said, squeezing his arm, "you don't need to explain yourself to me, Steve. I know why you are doing this."
"I know," Steve sighed. "Sorry, I shouldn't keep going on about this. You-"
"-I am your fiancée," Rosalie interrupted him. "Your problems are my problems, okay? We talk about things. We get through them together. We're strong enough to do that, alright?"
Bending down, Steve let his lips press against Rosalie's. He kissed her tenderly and she moved a hand to his cheek, stroking along his cheekbone softly. They pulled apart as soon as they heard a knock on the door and Steve gave her one final peck on the lips before going to answer the door. He pulled the wood open to see Sam stood there.
"Have you seen the news?" he asked him.
"No, why?" Steve wondered and Rosalie reached for the remote and unmuted the TV. Her eyes widened as soon as she saw the breaking news story while Steve came to sit back down beside her and Sam remained stood in the corner.
There had been an explosion in Vienna at the signing of the Accords. There had been some kind of bomb.
"Jesus," Rosalie mumbled.
"At this moment in time, our sources are very limited, but we do have reason to believe that the assassin who is known as the Winter Soldier was spotted by the explosion. As we said, our sources are simply eye witnesses at this moment in time, but that is the rumour."
"Nat's okay," Sam said. "She called me to tell me to turn the TV on and tell you."
"This isn't Bucky," Steve said with a shake of his head. "Bucky is not capable of this. If it was him then someone is controlling him. Someone made him do this stuff. He would never willingly do this."
"Steve," Sam said, "he isn't the Bucky who you knew."
"I know, but there is still some of that old Bucky in there. I know it. I saw it," Steve said defiantly. "I need to find him before they do. I need to bring him back home before they can get to him."
"And how are you going to do that?" Sam wondered.
"Sharon," Steve said and moved to his feet. "She has to know something."
"I'll go and find her," Sam said as he saw Steve about to run off and noticed Rosalie's face. She looked terrified. She looked pale and her eyes had dropped. It was another few moments before Sam looked to Steve and then to Rosalie, forcing him to follow his eye line. Steve nodded and clasped Sam on the arm before letting him go.
Kneeling on the floor in front of Rosalie, Steve moved his hands to her waist as she looked down to him, struggling to find a way to look upbeat. She shook her head slowly, hair falling into her face before closing her eyes and blinking back the tears that were threatening to spill.
"The last time you saw Bucky he almost killed you," she said to Steve and finally looked him in the eye. "I don't want to go through that again."
"He is my best friend, Rose," Steve responded, voice a whisper before he reached up and pushed her hair behind her ear, his fingers roaming against her cheekbones.
"And I am your fiancée," Rosalie retorted.
"Listen to me," Steve urged from her, "I know what we have been through. We have been through a lot and I keep putting you through so much and I am so sorry for that. I am sorry for everything that I have done."
"Then let S.H.I.E.L.D handle him," Rosalie pleaded with him. "They won't hurt him, will they? They will bring him in and ask him what he knows."
"I can't take that risk," Steve said. "If they think he did this then they might intend to kill him. Besides, if the police get there before them then what will they do? I promise, Rose, I will be careful and I will come home as soon as I can."
"Nothing I say will convince you not to do this, will it?"
"I'm sorry," Steve said to her.
"You risk your life for him and I know that you think he is your friend," Rosalie responded, "but I worry what will happen because I need you and I cannot keep doing this. I know what we said before…about you giving this up…but I want you to do that before something happens."
"There is always a risk with me going on these missions. You know that."
"I know," she responded, "but it doesn't mean that I like it."
"I'll come home," Steve said to her, moving to crouch up slightly as he kissed her softly again. "I promise."

Steve and Sam left later on that evening. Rosalie's flight was the following day and so she found herself alone later on in the evening with nothing to do. She didn't want to sit in the hotel by herself. Instead she went for a walk, wandering into central London and finding herself walking along the Thames along the South Bank. Her jacket was loose on her frame, hanging down to the top of her thighs just above where her red dress ended.
She picked up a coffee during her walk, holding it in her hands as the sun slowly set. Finishing off her drink, she was about to throw it into the bin when she noted a familiar figure in front of her. Frowning, she shook her head at the sight of him. She shrugged her shoulders.
"How the hell did you find me?" she demanded from him.
"Would you be mad if I said that I can track your phone?"
"Yes," she replied.
"Then I didn't say that," he said. "Listen, I need you to come with me. I think Steve is about to do something stupid."
"Like what?"
"Don't play dumb," he said and Rosalie shrugged and began walking again as he followed her, walking by her side. He placed his hands into his pockets and watched her for a few moments, wondering what she was thinking about. "I know that you know."
"I haven't heard from him," Rosalie said, finally stopping her pretence. Tony Stark was not an idiot. He was clever enough to know when she was lying. Besides, if he could track her phone then he would be able to track Steve's. "Last time I heard from him, he just said that he was fine. He didn't say where he was."
"He is in Bucharest," Tony said to her. "He landed there this evening."
"Then why aren't you going after him?"
"I am," Tony said. "Well, I have Rhodey going after him. I thought that I would make a detour and find his fiancée considering she is the only one who I think can make him see sense."
Rosalie scoffed as she began to move up the steps towards Westminster Bridge. "If I had any influence on making him see sense then he would be with me on this walk and not you," she said to Tony. "I didn't want him to go, Tony. I wanted him to stay here because I am scared of what might happen, okay? I am scared he is going to get hurt."
"That makes two of us," Tony said. "Besides, I thought I asked you to warn him about Barnes?"
"I never had chance," Rosalie replied. "Besides, this is Steve we are talking about. He is sweet but stubborn and when it comes to Bucky he is even more stubborn than usual."
"If they find him helping Bucky then he will be a criminal," Tony said and Rosalie stood still then as people walked around them. Tony took hold of her forearm and led her to the side of the bridge so they were out of the way. She didn't think of this? Bucky Barnes was a wanted fugitive. Why was she surprised? "Rosalie, you know that is true."
"No…he just…he didn't want him hurt-"
"-And the police will see it like that?" Tony asked her. "Listen, I have influence within S.H.I.E.L.D but if Steve keeps on doing this…if he keeps on insisting on helping Bucky then there will be consequences. I need him to sign the Accords. I need him to sign them to keep him out of trouble."
"He won't sign-"
"-Please try," Tony interrupted her again. "And you should know I never say please."
She managed a slim smile at that.
"You want me to come to Bucharest?" she asked him.
"I need you to come to Bucharest," he rephrased.
"Fine," Rosalie said.
"Excellent," Tony said and stood to the side of the road to hail a cab. "We can swing by your hotel and pick your stuff up. I have my jet waiting at Heathrow. We can leave this evening and find Steve tomorrow."
"Okay," Rosalie said as he held the door open for her to the cab. "Should I assume you know what hotel I am staying at?"
"Don't ask silly questions," Tony said and she rolled her eyes and climbed into the cab.

Sitting down at the table, Rosalie had been interrogated by Everett Ross who had demanded to know if she knew what Steve had planned. She had not appreciated his curt tone, but she had denied knowing what Steve had planned. That wasn't an entire lie. She had watched the car chase climax on TV with Steve being arrested alongside Sam and Bucky. But then she had been shocked to see T'Challa on the screen. She wondered what he had been doing there until Tony had said it seemed likely he wanted to avenge his father's death.
"When will he be here?" Rosalie asked, standing up and not looking at the cup of coffee that had gone cold in front of her on the table.
"It will be another half an hour," Tony said to her. "Listen, I have to deal with-"
"-You know he is going to be pissed off, right?" she interrupted him as he held his cell in his fingertips. "As soon as he finds out about Wanda then he is going to be pissed off."
Rosalie had asked Tony what had been going on with Wanda and she had almost yelled at him like she was that girl's mother. How could Tony lock her away? She was still a young girl. She was an innocent young girl who just wanted to live her life peacefully.
"Then perhaps don't tell him until after he has signed."
She gave him a sceptical look.
"Yeah, didn't think that would work," he replied and Rosalie went back to pacing in the room and waiting for Steve to arrive.
Thankfully, it didn't take long for him to come back. He was dressed in a grey top and a brown leather jacket with jeans. His suit and shield had clearly been taken from him. He looked around as he entered the room before seeing Rosalie in the meeting room. He said something to Tony quickly before Tony and Nat walked off and left him with Sam.
"Go to her," Sam urged his friend.
Rushing into the meeting room, Steve didn't care who saw as he let her launch herself at him, her arms going around his neck as he wrapped his arms around her waist, hauling her off of the ground. She buried her face against his neck and inhaled his familiar scent of leather and aftershave before he let her slip down to the ground.
"I was so worried," Rosalie said. "Tony said that he will try to get you off the hook, but he wants you to sign the Accords."
"I know," Steve said.
"And it was Tony who had Wanda locked in her room for her own safety," she responded and Steve shook his head. "I don't like this, Steve. Is that what her life is to be? She is supposed to be locked up when she isn't needed to help save the world? That is unfair, Steve. It is cold."
"I don't agree with it, Rose," Steve promised her. "I don't agree with any of this."
"And Bucky? What is going to happen to him? Was it him who bombed the Accord signing?"
"He says it wasn't," Steve said, "and I believe him. I just need to find a way to get the guy who did this."
"I don't know if that is an option, Steve," she said. "I get the feeling that you might be in trouble and I don't know if they will let you leave."
"Yeah, I get that feeling too," Steve complained and looked around. "I'll think of something."
