David Shield stood near the edge of a lofty building's rooftop, overlooking a section of the island below. He looked over his shoulder as Midoriya made his way from the rooftop's entrance. The younger shot a questioning look towards Asuka but was only met with a shrug. The Quirkless inventor turned to David, "Mr. Shield?"

David nodded, "Hello, Mr. Midoriya." He smiled proudly, "I wanted to show you something." He added sadly, "Edith is busy with Masami's announcement, so she won't be able to join us."

Midoriya nodded, "Okay."

The older man gestured to the portion of island which detached from its base. "This was something I started working on a week ago."

The mass of metal and machinery slowly distanced itself from I-Island. It was a thinner portion compared to the thickness of the island. Its size was comparable to a quarter of I-Island's. Walls made up its outer sections—domed and lofty. In its center, there was a small town of sorts. The town consisted of lofty buildings and a tower pointing towards the sky in its center.

David chuckled, "A lot of favors and late nights." He turned to the Quirkless inventor, "I heard about Blackhawk's first flight from Masami and yours from Asuka." He put a hand on the younger man's shoulder, "It inspired me." He gestured to the smaller island, "To fly…"

Midoriya could hear the twirl of the turbines of the island below. Four gigantic turbines—the size of factory warehouses—whirled underneath the surface of the water, sucking the nearby water away. Then came a distant rumble before fire blown out from below the island. The water surrounding the island got thrown away, smashing waves of water against the sides of I-Island. The island slowly rose from the water; stabilized by the turbines and lifted into the sky by dozens of thrusters that made up the undercarriage.

The green-haired teen stumbled back, raking his hands through his hair, "W-W-W-WHAT!?" He couldn't help but laugh wildly, "T-That's amazing!"

David shook his head, grinning, "Ha-ha-ha-ha… That is an excellent reaction." He nodded, "That is Helios Island. It'll be where the reception party will be held, and the announcement of the Quirkless Hero Grant."

Midoriya laughed, "How did you make this?"

The brunet chuckled, "I know a lot of Heroes with many impressive Quirks."

The Quirkless inventor shook his head, "Oh my god…" He watched the flying island slowly distance itself from I-Island. "A flying city…"

"This is a test flight. We'll be landing it in thirty minutes or so." He tucked his hands into his pockets, "I was hoping you, Edith, and a few others could provide some assistance in that."

"How so?"

David gestured to the flying island, "Blackhawk will be monitoring the turbines and I want you to monitor the thrusters below. You'll be flying alongside a two Heroes too. With you two in the air, there will be Ryukyu and Air-Jet. You'll all be there to monitor the working pieces." He gestured downward, "Mount-Lady, Godzillo, Gang-Orca, Selkie, and Rock-Lock will be below. Mount Lady and Godzillo will be there to assist in any landing issues. Gang-Orca and Rock-Lock, alongside a few others, will be protecting the shoreline of I-Island. Selkie will be leading a group to protect and redirect any incoming ships."

"Can I ask you something?"

"Yes?"

Midoriya tilted his head, "Why are you including us?"

David chuckled, "You're both engineers. Your suit utilizes thrusters and hers uses turbines." He shrugged, "I have a crew and machinery in the workings of Helios and monitoring, but they have no real way to investigate the problem, physically. The drones that we have for such a thing just aren't nimble enough—well, not yet."

"Okay." He tapped his chin, "Are we doing this again?"

"No. The worker drones will be finished by the time of the reception party." He shrugged, "This is just a necessary test flight before we get too close to the party date."

Midoriya jogged to his friend, stumbling to a stop, "H-Hey, Shinso… S-Sorry I'm late." Though, his friend didn't quite register his presence—his eyes glued to the flying city in the distance. "Y-Yeah, it's a sight, isn't it?"

He let out a slow chuckle, "I'm really thankful that Hatsume invited me…" He turned to his friend, "I would've missed so much."

The Quirkless Hero-in-training nodded, "Yeah…" He shook his head, "One revelation after another."

Shinso chuckled, shaking his head, "You really showed people a different meaning for the word, Hero." He stared at the flying city, "That Sports Festival feels like a long time ago."

Midoriya nodded, "Yeah… I loss…"

The tired-eyed teen laughed, "That's what you focused on?"

He shrugged, "I have to. That's where I lost. Where my technology couldn't go. I have to learn from that." He took a breath, "If I forget it or move on, I might make the same mistakes again."

"Nobody's perfect, Midoriya."

"I'm not aiming for perfection or anything like that. Just… trying to make the best version of me."

Shinso shook his head, "Look at what you've done, man. You're already striding into your prime."

Midoriya smiled, tilting his head, "That's a bit much."

The tired-eyed teen blew raspberries, "There's another Quirkless Hero now. Don't sell yourself short."

"Right…" The two friends looked off and towards the flying city, slipping into silence.

Though, the purple-haired one broke it, "So, you and Jirou."

The green-haired teen blushed, "Y-Yeah?"

"That a thing?"

Midoriya coughed, "It-It… uh…" He nodded sheepishly, "Y-Yeah." He teetered his head, "We don't want our classmates to know, though."

Shinso blinked, "What? Why?"

"They're quite… energetic."

He seemed relieved, "No, I can kinda get that." He teetered his head, "People can be a… hassle."

The Quirkless Hero nodded, "Y-Yeah…"

"I'm happy for you."

Midoriya blinked, "You know, I designed something for you."

Shinso tilted his head, "Really?"

"Yeah." He turned to him, "When they're available, I'll see if Mr. Shield, Melissa, or Masami could let me make it."

"What is it?"

"Well-"

A matured feminine voice interrupted their conversation, "Mr. Midoriya?"

The pair flinched for a moment before Midoriya turned, "Ah, Asuka?"

She bowed, "I'm sorry to interrupt you. It's around time to land Helios, and all in assistance must attend the briefing."

Shinso's eyes widened, "You're gonna help land that thing?"

Midoriya shook his head, "Just monitoring the systems—not do anything."

"Well, good luck."

"Thanks!"

David passed a small data chip to Midoriya as he set up with the other flyable Heroes on a rooftop. "This'll help your system connect with Helios'. Ms. Falk has the same." Midoriya pulled open a panel near the PDA screen on his forearm, slipping the data chip into place before clicking the panel back into place. He tapped on the screen before it came to life, slowly accepting the new programming.

The green-haired inventor raised a brow, "She has the systems for it?"

David nodded, "Recent additions." With that, the runner of the show left to help organize the operation.

Deku's helmet shifted over his head, "VI, are you online?"

A robotic, feminine voice replied, "Yes, Deku."

He squirmed, "Oh, that's… that's kinda weird…" He tapped the earpiece of his helmet, "Form holographic reconstruction of Helios schematic and overlay with physical sight"

"Yes, Deku."

He shook his head, "I'm never going to get used to that."

Another feminine voice spoke to the young man, "Hello, you're Deku, yes?" Her soft voice made his head swirl as he turned to meet the older woman. Tatsuma Ryuko, the Dragon Hero. Her hair swept over one of her reptilian eyes and her dress's fringe flowed with the wind.

Midoriya stood at attention, "Y-Yes, Miss. R-R-Ryukyu!"

Tatsuma giggled into her hand, "Calm yourself, Young Midoriya. It's best not to be so high-strung before a flight. And you can call me Ryukyu, I don't have the status for a Miss, yet."

A masculine voice walked up to them, chuckling, "To fly with Quirkless Heroes. I'll admit I'm curious to see what you can do." He wore a crimson bodysuit underneath white armor. His face shielded from view—it was the Buster Hero, Air-Jet.

Deku saluted, "I-I'll disappoint!" He quickly shook his head, "I-I-I mean I-I won't disappoint!"

She laughed, "I'm sure you won't."

Air-Jet gave a casual salute in return, "See you out there." They both walked away from him, coming to a stop at the edge of the building.

Midoriya slowly deflated as Edith walked up to him, "You okay there?"

He took a few breaths, "My head's buzzing." His armored hand clunked against his visor, "And I want to crawl into a hole and die…"

She pulled at her sleeves and gloves, "Ha-ha-ha-ha-ha-ha. That's understandable." She adjusted her helmet, sealing it into place. "I'm gonna suit up."

Midoriya nodded, "Gotcha."

"Holographic reconstruction complete."

He walked towards the rooftop's edge, "Test comm-uplink with Shield systems."

"Uplink deemed… True."

Deku pressed his earpiece, "Testing comms. Blackhawk, Ryukyu, Air-Jet, do you read?"

The Dragon Hero nodded, "Loud and clear."

Air-Jet stretched, "All clear, kiddo."

Blackhawk replied, "I hear ya."

David pressed his earpiece, "Ground team, deploy."

Deku's eyes looked below and spotted the skyscraper-sized Heroes leap into the water below. Godzillo and Mount Lady dragged their legs through the ocean's surface, slowly closing the distance between them and Helios. The water near I-Island's shore solidified—not into ice but turning immoveable. Gang-Orca stood at the still water's edge in wait. Selkie's voice came through the comm-link as he confirmed the water's safety.

The teen blinked when he heard a familiar voice, "Izuku!"

Midoriya turned on his heel, "M-Mom?" He spotted Midoriya Inko and Jirou making their way onto the rooftop; escorted by Asuka.

Jirou shook her head, "Sorry. I heard from Shinso and I told your Mom and well…"

Inko took a breath, "I just… wanted to be here. In case…"

David smiled, "It's fine."

She shook her head, bringing her hand to her cheek, "I know I'm being silly. I was just... worried." She smiled, "I know you can take care of yourself, but... I just wanted to make sure everything is okay."

Midoriya nodded, "Of course, I understand..."

Tatsuma entered the conversation, putting a hand on her chest, "Ms. Midoriya, I promise that if anything happens we will be there to help."

Air-Jet nodded as well, "Yeah, we won't let anything happen to him."

Inko gave a bow to the Heroes, "O-Oh! Thank you!" She looked across the roof, "I'm sorry for interrupting."

"It's no problem, Ms. Midoriya." David nodded to the teen, "Shall we deploy?"

He nodded, backing away from his mother, "I'll be right back."

Inko smiled nervously, "Of course."

Jirou smirked, "I'll see you when you get back."

Deku and Air-Jet were the only two standing on the building's edge as Ryukyu and Blackhawk were a small distance after them. Deku and Air-Jet took a step off the building, plummeting off its edge before activating their thrusters and speeding down the building's surface. They peeled away from the building and aimed their flight towards the distant Helios. Ryukyu and Blackhawk leapt off the building's rooftop. The Jet-Winged Hero's wings spread from her back before soaring. The Dragon Hero slowly lost her humanoid form, becoming a large mythical dragon before soaring after the group.

Mount-Lady's voice came through the comm, "Godzillo and I are in position." The two giants stood not below the flying city, but close enough to get underneath it if need be.

David's voice followed, "Deku, Air-Jet, dive for thrusters. Blackhawk, Ryukyu, circle the turbines. Skeleton-Crew, begin landing sequence."

Deku and Air-Jet flew underneath Helios', making the distance between themselves and the fires' heat small. The Quirkless Hero's visor displayed the numbers of the city's systems. The thrusters that laid underneath Helios were slowly decreasing in power and thrust. The flying Heroes began to slowly lower their altitudes to avoid the hulking mass around them.

Deku nodded as he slowed to a hover, "Numbers are good."

Air-Jet pulled to a stop beside him, "Eyeballing-wise, I don't see anything."

Blackhawk soared overhead, "Turbine speeds are holding."

Ryukyu's wings flapped through the air, "I don't see anything on my targets." The Quirkless Hero and Buster Hero nodded to each other before continuing their rounds below Helios as it descended. The thrusters' intensity died more and more with the highest thrusters going completely quiet as the flying city began to slowly near the ocean below.

Mount-Lady's voice came through the comms, "Eh, is this going to go completely smoothly?" Midoriya could see her pulling the wet parts of her costume away from her skin, "Did I really need to be here?"

Gang-Orca replied, "Don't go asking for incidents, Mount-Lady."

She waved her hand, "Of course." She lifted her leg, shaking it, "I hope I didn't get any fish in my boots."

David's voice followed, "Helios is making contact with the ocean in ten minutes!" Two Heroes-in-training, alongside two Pros, continued their flight around the flying city, observing its descent.

Midoriya followed after Air-Jet, "Well, now might be a good time to test a few things." He tapped his PDA, "VI launch Drone-01 and utilize satellite functions."

"Launching Drone-01." A section along his shoulder-blades hissed before a small winged drone launched from his back. It whirled to life before zooming ahead of the two thruster-based Heroes.

Air-Jet chuckled, "Interesting little device there."

Deku teetered his head in his helmet, "Well, it may not work." Midoriya eyed the display in his helmet that tracked the drone's flight. It soared above Helios before coming to a stop. It hovered above the flying city, remaining at a steady altitude as the city descended.

"Uplink… Establishing." A pause, "Uplink… True."

"Register Shield communications."

"Requesting access… Granted by Admin. Melissa Shield."

He blinked, "Ah? Melissa?" His mind finished the thought, "I'll talk to her later about it… I now have access to Helios' and I-Island's communication systems… Well, so long as the drone's in place…" He circled the depowering thrusters with Air-Jet, "VI, bring back Drone-01." His mind bounced, "I should get a better name for it…"

"Drone-01… Retrieving."

Deku's eyes refocused on Helios' systems as he flew. The numbers were steadily decreasing, and the descent was slow. He blinked when his eyes faced forward, spotting his drone. Surprise rattled his brain when the drone smacked him in the face. Both were sent into a stumble fall before a quick recover saved the Quirkless Hero and his hand caught the less-than-perfect drone.

Air-Jet pulled into a hover, "Deku, are you okay?"

Midoriya manually slid the drone back into place on his back, "Y-Yeah! Just a slight malfunction." He quickly reengaged in his flight, flying alongside the Buster Hero, as Helios descended.

AN: Howdy, folks! Welcome to Helios! The divergence expands from canon and implements something new. The Flying City: Helios now soars beside the adventurous I-Island and where the reception party shall be held! It's gonna be fun~.
