Prologue

May watched quietly as Madam President mounted the stage. It had been a long time since she had been broadcasted on National Television to make a public announcement. In fact, May couldn't even remember the last time she had made a public announcement.
May cleared away her thoughts and focused her attention on the President. It had been approximately six years since Alma Coin had been elected President of Panem. She had saved the districts and ended the Second Rebellion by defeating President Snow.
May was just 13 then, but she could remember the day so clearly. Her parents rejoiced, hugging her tight and crying tears of joy. You see, not everyone in the Capitol supported President Snow and the choices he made as president. Even now, not everyone supports President Coin and the choices she makes as president.
May didn't understand why anyone wouldn't support President Coin. She had helped the districts and the Capitol prosper. District Twelve was rebuilt, and it, along with many of the other outlying districts, had been given more funding to help eliminate poverty and support education. President Coin also repealed the law that prevented the districts from going to other districts. Many Capitolites and district citizens alike had already moved their homes across Panem.
May, once again, realized she was rambling in her thoughts, and she shook her head, focusing on the President.
President Coin gave a brief welcome speech, and then she released the big news.
"A Hunger Games will be taking place with Capitol children!"
Wait, what? May was flabbergasted. People all around her began muttering to themselves and shouting out at the president.
"Please calm down." President Coin said. May noted how annoyed she was at the chaos unfolding around her. May stood quietly, both eager and nervous, to hear what she was going to say next.
Then, President Coin proceeded to dodge the important question and ramble on about how the Hunger Games were a horrible misdeed, caused by atrocious people. She apologized, on behalf of the entire Capitol for the Hunger Games and rambled more about them.
May was shocked. She clearly didn't agree with the Hunger Games either, but the President was blatantly offending several people in the audience. There were plenty of people, in the Capitol, and in the districts, that supported the Hunger Games.
It felt like hours before the President circled back to her original statement. She told the audience that the Capitol would be holding a mock Hunger Games consisting of Capitol children.
Children all across the Capitol and the districts that were born in the Capitol would be able to apply to be one of the twenty-four kids selected to be in the mock Hunger Games.
It would be just like a regular Hunger Games. The tributes will be chosen, then they would be presented on chariots at the tribute parade, they would train and have private sessions, and then they would be interviewed, just like a normal Hunger Games. Except, at the end of it all, it's simply a simulation of the Hunger Games. No one will actually get hurt!
May was very excited. This new program seemed like it would provide the Capitol with a fun year, and she couldn't wait! Too bad she was just a little too old to apply.

I tried my best and wrote as much as I could but eventually, the words just stopped flowing so I sort of, stopped writing. Hopefully, it's a good prologue anyway. She won't be a tribute in the story and in fact I was just writing a random Capitolite at the beginning but I'm starting to really like her, so I think she'll appear more often!
