VANGUARD Act 1:Beginnings in Vale

Set 30 years before Volume 1,General Ozpin has just been put in power after previous King David was killed in bomb strike that left Remnant's leaders at odds about the culprits responsible and if any of the kingdoms had personally funded a terror group named response Ozpin sets up Vanguard,a counter terror group aimed to dismantle groups like Aquamarine

1. Prologue:A New Perspective

Ozpin has had quite the interesting start to his reign as he rose to power after the sudden death of Vale's current ruler King David who was killed in a bomb explosion held at a counter terror meet with the leaders of Remnant in attendance. While the leaders of Atlas, Mistral and Vacuo survived David was not so lucky. Further analysis of the burn marks and wounds on David's body revealed that the C.O.D was 3rd degree burns all over his body. Ozpin suspected a mixture of black and red dust was used to cause the explosion but the survival of all the other leaders put doubt in Ozpin's mind about the organization, responsible for such an attack's, funding and if one of the kingdoms was behind the attack.

But Ozpin had more pressing matter to deal with than the funding of this organization. The name given to the organization was Aquamarine and it was responsible for the sudden spike in terror activities. He needed to setup an organization that could counter this group's growing influence. He wondered about the group's timing given as it was the 50th anniversary of the end of the Great War this year and maybe their intention was to destroy any hope for peace by making it clear that even after a half century humanity was still reeling in the face of a terror group and that any effort to bring peace and unity was destined to fail.

Ozpin thought to himself wondering whether his once beloved wife, Salem, was behind this terror group and maybe this was her latest effort to destroy the peace that had been built to plunge humanity back into the days of war, where they would be weak and susceptible to annihilation at the hands of the Grimm.

But Ozpin had an idea, one that could either bring Remnant together or completely shatter it for good. He needed to set up a global task force with the best of all of Remnant. He would name this team Vanguard and it would be responsible as the main task force against Aquamarine and any other terrorist group. However for it to even be setup he needed the cooperation of all the Kingdoms, Otherwise the group would be put under scrutiny for simply operating under Vale's orders. What Remnant needed was more than just a team but proof. Proof that together, Remnant could not be stopped by anyone or any group, not even Salem or Aquamarine.

And he was ready to provide them all the proof they needed.
