"There's something off about her, I can just feel it," A silhouette in the shape of a man spoke to another silhouette, both staring at the little girl on the other side of the glass staring off into space, ignoring all toys and distractions in the room with her.
"Hmm, you are right, Naomasa," the second silhouette spoke, followed by a coughing fit showing the many bandages covering a skinny, frail body, "but even so, I'd like to speak with her."
Than silhouette identified as Naomasa jerked back to face the crippled man. "What?! Yagi, you're in no condition to speak to someone that dangerous! What if she-"
"Listen to yourself! You are condemning this girl to be like her father when she has done nothing to prove anything of the sort," Toshinori said suddenly, "we cannot be for certain who she really is until one of us talks to her. Not as an official, but as a friend."
Naomasa sighed, knowing there was nothing he could do once his friend made up his mind, "Very well, I'll have some men on standby in case things go south."
With that, the cell door opened and Toshinori began to limp towards it.
Upon entering, Toshinori could immediately tell two distinct things about the girl. One, his mere presence frightened the girl. Two, this girl gave off an aura like his nemesis did. Not a threatening, overpowering one, but a aura of power and unease. Despite this, Toshinori continued towards the girl.
"It's ok, it's ok. I'm not gonna hurt you and you're not in trouble," he reassured her. Hearing him say this, she visibly relaxed somewhat, but Toshinori could tell she was still cautious, "See, it's fine now. Why? Because..."
Toshinori took a deep breath and let the power of One For All course through him, feeling his muscles expand painfully.
"I am here!"
The girl squeaked and exclaimed, "All Might!" Partially out of awe and partially out of fear.
...
"Bergh!" Toshinori felt his grip fade and his body return to it original size, blood spewing from his mouth, prompting a shriek from the girl.
"Damn, still haven't recovered enough," Toshinori whispered while wiping blood from his mouth. He turned to face the girl again.
"Young Kamiko," he noticed how she flinched at the mention of her last name, "I'm sure you have a lot of questions that you are too afraid to ask. Well have no fear, for I am here to answer any questions you have, provided you answer some of mine."
The young girl stopped snickering at the use of All Might's signature catchphrase and looked Toshinori directly in the eyes. While she didn't say anything, he recognized the question her eyes were asking.
"Yes, Young Kamiko," again another flinch, "you may ask the first question."
She relaxed, took a deep breath, then spoke with a tone that did not mask her fear or hesitancy.
"O-ok," she managed to stutter out, "I-I guess I'd like to know where I am and how I got here... Please."
Toshinori smirked, this girl was smart, she knew what questions to ask. All fo- he probably taught her how to manipulate and take advantage of people. While most would be enraged at the thought of being taken advantage of, he knew that the girl wasn't trying to insult him.
"Well, Young Kokei," he noticed how she didn't flinch at her first name, so Toshinori decided to address her with that, "You currently reside on the first floor of the maximum security prison known as Tartarus... For your own safety, of course. As for how you got here, you were found in a coma among the wreckage of my fight against your father. That was a month ago."
The girl did not react, she just sat there and processed all the information with a neutral expression.
"Now for my question. Young Kokei, what is-"
"All for One along with 42 other quirks," the girl suddenly stated.
"I'm sorry, what?" Toshinori was confused by this girl's sudden outburst.
"O-oh, I-I'm sorry, you were going to ask what my quirk is. I read your mind. All for One and 42 other quirks," the girl replied sheepishly.
"O-oh! Very well, Young Kokei! Thank you!" Toshinori tried to keep a cheerful face, but found it hard as he was dumbfounded by the information he had been given. He was still trying to compose himself when the girl asked her second question.
"U-um, if I may, can I ask another question?" The girl's question shook Toshinori out of his own thoughts.
"Oh! Yes, of course Young Kokei!" Toshinori replied before giving a hearty laugh, but wincing at the pain it caused him.
"Um, alright, I'd like to know what's going to happen to me, please," Kokei asked with much more confidence than before.
Toshinori smiled once again and replied, "Well, my girl, that is not knowledge that I possess at the moment. However there will be a meeting between the chairman and the top pro heroes. Is there anything you'd like me to say?" Toshinori did not bother to announce that it was his second question.
The young girl turned to look Toshinori directly in the eyes and told him, "Please tell them that I'd like a cookies 'n cream milkshake."
With that, Toshinori stood, smiled, and exited the cell, heading straight for Tartarus' meeting room.
Sighing as he stood in front of the door, he braced himself for the task ahead. The only thing he could say for certain is that it was going to be a very long day.

The meeting room was packed, and Toshinori understood why. He recognized all nine of the other top pro heroes as well as a few heroes who were present during Toshinori's fight against the symbol of evil, namely Shota Aizawa aka Eraserhead, who took time to let Toshinori he was present only to scowl at him and turn away.
Toshinori sighed and scanned the room once more. Naomasa and a few of his co-workers were there, as well as some government officials Toshinori didn't recognize.
Once everyone took a seat, Toshinori spotted the principal of U.A., Nezu, sitting at one of the table across from the department of heroics chairman. Toshinori took a seat next to Nezu, who greeted him in a way that would make you think nothing was wrong, and watched the Chairman stand and begin to speak.
"Good evening everyone," he spoke with the most sophisticated voice Toshinori had ever heard, "I am aware that you all have busy lives and time is of the essence so I will skip to the point of this meeting."
He gestured to four heroes, three women and one man, and Toshinori himself as he spoke, "Upon the conclusion of the fight between All for One and All Might, who has asked that that fight not be publicized, the Wild, Wild Pussycats managed to find a ten year old girl in the wreckage of All for One's former hideout. The girl's body was under serious strain and she was unresponsive. After running tests on her, we have confirmed that her blood type matches that of the unidentifiable blood on All Might's hero costume, believed to be All for One's. Additionally, we found out that her body Indicates that she is quirkless, however we have learned that is not the case. All Might, could you please provide us with a bit of context on All for One's abilities."
Toshinori rose and took a deep, pained breath as all eyes fell on him, "All for One is a man who hails from a time when quirks were new," he began, "He was one of the few who had a quirk, a powerful one to boot. All for One had a quirk by the same name that allowed him to take to quirk of any person he touches and use them for himself. All for One also granted him the ability to give quirks to others, though receiving a quirk causes great mental strain and can cause the victim to become mindless, only capable of taking and carrying out orders. With this powerful quirk, All for One began to establish himself as the symbol of evil, battling and striking down my mentor, as well as her mentors before her. Then it was my turn, and I won, but at a great cost. I was too weak to prevent All for One's escape. And due to my injuries, I most likely only have a few years left before my power fades completely, which means I must find a successor, just as my mentor did me."
"Which brings me to the main topic," began the Chairman, "It appears that girl that the Pussycats discovered was meant to be All for One's successor. The most alarming information is that this girl, who has claimed her name to be Kokei Kamiko, is his daughter," he paused as a wave of shock swept over the Room. Most of the pros gasped, even Endeavor raised an eyebrow. Toshinori realized that he had been strangely silent throughout the whole meeting, but Toshinori paid little mind to it.
"The girl regained consciousness early yesterday morning. This video was taken at precisely 7:03 yesterday evening, " the Chairman raised a remote and pointed it towards a screen and said, "The police chief spent all night reviewing the footage and could not be here due to exhaustion," and with that, the screen flickered to life.
The setting was a stereotypical questioning room. On one end of the table sat the girl, Kokei Kamiko, and on the other, the dog-headed Chief of police. The video began as anyone would expect, the chief greeted the girl and began to ask her simple questions, like her name her quirk, her age, and the like. The video got interesting when the chief asked her to describe what her life was like up until this point.
It was obvious the girl was uncomfortable from the beginning, however that question visibly increased her discomfort tenfold. Her eyes darted from one side of the room to the other, then she took a deep breath and exhaled slowly.
"Normal," the chief and everyone watching went silent, eyes wide. She continued, "I never knew my mother because she died shortly after I was born. My father raised me the way a normal father would. He taught me how to fight, how to talk to people, and homeschooled me. I never knew who he was or what he was doing. He would get me almost anything I asked for. There was just one rule I had to follow: never leave the house."
Toshinori was shocked. He had seen his nemesis kill his master without a hint of remorse. Toshinori would have never thought the man was capable of something as human as properly raising a child. He was snapped out of his daze when he heard the chief's voice again.
"Did you ever break or question that rule?"
The girl hesitated at first, then said, "I never broke that rule. My father said it was for my protection because I was quirkless. I learned the truth about a year ago when I questioned him about it. My father decided that it was time I knew the truth. He told me everything; who he was, his quirk, why I couldn't leave the house, what he had done. Everything."
"And what was your response?" The chief inquired.
"At first, I was horrified, but over time, I began to ask him for more details. I learned so much about him. But the thing that shocked me most was the fact that after everything he's done, my father was still capable of loving me so dearly," she quickly responded.
"Very interesting," the chief replied, barely containing his surprise, "This is my final question, you said that you are in possession of All For One, and yet you mentioned you were quirkless. How did this come to be?"
The girl stiffened. She clearly did not want to answer this question. It took her a while to answer, but when she did, it caused the biggest uproar yet.
"They were given to me."
Immediately, the room became chaotic. Multiple heroes stood up, shouting incomprehensibly. It was impossible to hear the rest of the video and before Toshinori knew it, the screen went dark.
The chairman tried to calm all the heroes down, to very little success. Toshinori sighed, he was tired. In pain. He wanted this meeting to be over. He found himself in muscle form and he bellowed.
"Quiet!"
That shut everyone up real quick. Toshinori let go and returned to his original form. The chairman quickly took advantage of this moment of stunned silence.
"So as you can see, there has been an interesting development."
"Interesting development!" Endeavor said suddenly, standing up, "You knew this girl was dangerous all this time and yet you did nothing about it. All the while you had her here with us so we could 'decide' what to to with her. Well how about this, lock her away! Don't allow her to put us in danger by betraying us! Question her to find All for One! Anything but leaving her loose and letting her walk around freely when we know what she's capable of!"
A few heroes murmured in agreement. Toshinori was furious. None of them knew the girl and were just assuming she was evil like her father. Toshinori became All Might once more, stood up, and slammed his fist into the table, causing it to crack.
"SHE IS NOT LIKE THAT!" He roared, "You forget that she is really just a scared little girl who just lost her father and is now uncertain of her fate! There is no malice. There is no evil. There is no All for One in her! She is just Kokei Kamiko! A girl who possesses a great power she doesn't understand! And yet you are about to condemn her to the role of a villain simply because you are afraid of her? Are you even heroes? Have you forgotten your one duty which is to protect and save people? Since when do we discriminate against those who truly need our help?"
He quickly sat down again. The entire room looked at All Might in shock. No one had ever seen him this angry before. No one had ever seen him not smiling. Until now. The deafening silence was finally broken by Nezu, who started to clap.
"Well said, Toshinori. Well said," he said cheerfully.
"Ah yes, very well said indeed! Now I believe we were in the process of deciding our next course of action," the chairman said quickly.
"She needs to be given a home. Where she will be monitored and trained," Aizawa spoke up suddenly.
"Yes, most certainly. U.A. would be happy to take her," Nezu said.
"No, it would be better for the department of heroics to receive custody of her," one of the government officials said.
"Perhaps it would be better to find her a foster family under the watch of a pro hero," one of the heroes spoke up in the back.
"No. I will take her and look after her," All Might said suddenly. He noticed multiple people about to object when he continued, "I know this girl is not dangerous. But she could be if she fell into the wrong hands. I will guide her. Teach her to be a hero. I will treat her as my own daughter. I feel that this is my duty not as a hero, or as All Might. But as a human. As Toshinori Yagi. This girl deserves a chance, and I'm willing to give it to her. I will accept all the responsibilities and expectations that comes with this. Just please, this is the most human thing I believe can be done at this moment."
Once again, everyone was speechless. Some where even moved to tears. All Might's passionate speech had won them over. There almost wasn't any need to vote. It was agreed to let All Might raise and care for the child. After the vote was decided, everyone began to leave. As they did, All Might could feel the intense glare of Endeavor, the only one to oppose the decision.
Toshinori stood up and quickly left to tell the girl the good news. On his way out, Toshinori spotted Naomasa and grabbed his arm, pushing a hefty amount of yen into his hand.
"Do me a favor, please. There's a place just up the street that sells the best ice cream. Buy a large Cookies 'n Cream milkshake and bring it back here," he whispered, leaving before Naomasa could ask for details.

Hey, Readers! This is my first story and it was an idea I had where All for One had a daughter. I'm really excited to start this story, but I wanted to let you guys know a few things first.
1. I will never upload a "Story Update" without also uploading a chapter. I find this is an annoying thing to do and I want to make sure you guys enjoy yourselves
2. If I get enough readers, I will do a Q & A every now and again to clarify a few things about my story that may not be evident at first
3. I will be taking quirk suggestions from the comments and I will write them down to use in the future. As this chapter explained, Kokei has 43 quirks. I already have a few picked out but I'd like to hear from you guys.
4. I welcome any and all feedback I am given, however I do want to discourage any pointless negitive feedback. Instead of just saying "Your story is shit," tell me what is shitty about it so I can improve
5. Finally, No OCs other than Kokei. I will try not to add any OCs in the future and stick to the original story and characters, just with Kokei around to spice things up
