Prologue
It had been 5 years since the disbandment of Team Rocket, and a lot had changed since then.
A small attempt at rebuilding itself 2 years prior had ended with failure, as Giovanni never responded to the message sent out by this small resurgence. Most Team Rocket Grunts abandoned the idea of reaching out to Giovanni altogether, believing if he was truly out there, he would have responded, and was now gone for good.
Champion Red took back his role after his brief existential crisis in which he stood on top of a mountain for several months. He had loosened up quite a bit, but was still much more serious when contrast with the ever by his side Blue. The Viridian Gym Leader and the Champion started several community projects, mainly focused on fixing up the Kanto Region and providing rehabilitation for the former Team Rocket Grunts, believing if there were barely any lower level crooks on the street, a Team Rocket like organisation wouldn't be able to grow yet again.
Professor Oak also retired and delegated Bill as the next regional Professor, a relatively surprising choice, as many theorised Blue would be the natural next choice. However, in an interview, Blue stated that he wanted to focus on his duties as Viridian Gym Leader, and previously turned down Professor Oak's offer. Bill took it in stride, and actually revealed his last name to the general populous, as he was now known as Professor Léraðr. After 2 and a half days of constant discourse over how to actually pronounce it, he decided to just be called Professor Bill instead. Many later agreed that this was a fit choice, as Bill was a beloved member of the public and he was considered an earnest, hardworking and righteous man.
With all of that going on, a young girl named Olivia was growing up, studying every little thing about Pokemon and the story of Red, slightly disappointed knowing she would never have as much fame as him for taking down any form of criminal organisation.
However, almost everyone's beliefs were wrong. The Team Rocket members failed to consider that perhaps Giovanni simply physically couldn't return. Red and Blue weren't paying attention to their peers and their higher-ups. The populous weren't aware of Bill's extensive past.
And Olivia was about to have to deal with a lot more than what Red had to.
