The boy from District 7 'won' that year.
In the 124th Hunger Games, with the sparkling autumn forests and the clear blue lakes. Where the bloodbath killed less than half of the tributes, and the Career pack was slaughtered on the second day by the girl from District 2, a feisty redhead who took her chance when her allies were sleeping.
When it came down to the final 8, and a forest fire ripped through the crimson leaves. The girl from 5 died alone, succumbing to her burns after a week of agony, huddled under a dead tree branch. The boy from her district went next, held under the water by the future victor until he drowned, his still body lying on the shore as the hook lifted him into the sky.
His family received the body a few days later, with a worthless letter of consolidation signed from President Trebellus himself. They burned it around the same time as the feast in the arena, which claimed two more victims. As they wept over his corpse, they barely took solace in the fact that it had been cleaned up before arrival, and that there was barely a scatch on his all-too-pale skin.
Meanwhile, a family on the other side of town didn't even a whole body to mourn.
As the final four fought to come home, twenty families mourned over lost children, whose blood still stained the red-running forest. As the boys from 9 and 11 were butchered by a pack of feral mutts, shadowed bears with blades for claws and soulless voids for eyes, slashing their way through the ferns like mindless machines of death.
And while the final pair of survivors stalked the riverbank, each playing both parts of the hunter and hunted, twenty children already lay five feet under the earth.
On the last day of the fourth week, they found each other, under the light of the moon bouncing off the metal of the Cornucopia. When they chased each other through the woods, slashing and shooting and parrying with practised skill.
When the girl known across Panem as the Betrayer's head slammed into the wet slippery rocks with poison on her lips. Her last words?
No one's winning. No one.
And no one did, as the innocent kid from District 7 drank himself to death less than a year later.

Victor of the 55th Hunger Games.
"Time flies over us
but leaves it's shadow behind."
o-o-o-o-o-o-o-o-o-o-o-o-o-o-o
"I swear," The women announced as she rubbed her hands together in - as it was quickly becoming obvious - a futile attempt to keep warm. "All this technology, and President Trebellus still doesn't know what heating is."
It was still early hours in the Capitol, but that didn't mean that the bars and pubs weren't already nearby full of citizens, seemingly determined to drink away the dawn if their behaviour was anything to go by. The shouts and cheering were gradually growing in volume and incoherentness as the sun rose, and it would be a miracle if any of them managed the day ahead with something other than a splitting headache.
The exception, of course, was the table in the corner. Two untouched glasses of expensive wine. Two pairs of clothes dressed for business rather than pleasure. And two people, a man and a women, talking in a low tone.
"Careful he doesn't hear you saying that, Gaia." The man glanced around nervously, as though he expected Panem's President to leap out from the floor.
"It's hardly treason, Lucius." Gaia answered, pushing a wild strand of dark brown hair from her eyes "Besides, he can't really replace me now. Not without delaying the Games."
"Games." Lucius leaned forward, interest flickered in the depths of his dark brown eyes. "Of course! You're a Gamemaker this year, aren't you?"
"Head Gamemaker." She corrected him with a smile "Head Gamemaker of the 125st Annual Hunger Games, to be precise."
"That's quite an achievement."
"Quite an expectation, as well." Gaia sighed, something unreadable floating around in the depths of her irises "It means I can't fail, essentially. I've been working every moment of every day, making sure it's all perfect. I want these games to go down in history. I want them to be remembered.
"And how's that working out for you?" Lucius raised a single eyebrow, playing with his glass as he did so. He raised the container up to his lips, before apparently thinking better of it, and putting it back down onto the hard wood with a 'thud' "It's a Quarter Quell, as well. "I don't suppose you'll let me in on the little twist this year?"
"No can do, I'm afraid." Gaia traced a line across the table with one finger, leaving trails as she disturbed the thin layer of dust that covered the elegantly, carved wood. "My lips are officially sealed.
"Pity." Lucius responded with a rueful grin "I suppose it was worth a try. Still, are you nearly done?"
"Just finished off the final touches on the Arena, as a matter of fact." She answered, leaning back in her chair. "The new tributes are going to be reaped in a couple of days.
"You're awfully calm about it."
"What?"
"Sending twenty-three kids to their imminent deaths."
Gaia froze, her hand - which he previously been reaching for her own glass - pausing in mid-air. He next words, when they came, where quiet and deadly serious, and it was suddenly clear why the President had selected her for the games. He could see, easily, how she'd make a good Gamemaker.
"Would you rather a war, Lucius? Because that's the whole reason that The Hunger Games exist, and if the kid's get their five minutes of fame before dying - as a example to keep the districts in line - it's more than they deserve. Are you saying you'd prefer a rebellion, to the lives of two dozen district kids."
"...Right." Lucius dipped his head, wincing "I'm sorry. I didn't mean that."
"Good." Gaia relaxed, unclenching her hand. "In that case...-"
"Here's to the future of the Hunger Games." Lucius raised his glass for a toast. "And may the odds..."
"Be ever in their favour." Gaia finished with a smile, as the two glasses met with a resonant 'clang'

Hey! It's-a-me Sunset, here with a SYOT! This isn't my first time hosting one, but it is my first one on this account, and I've definitely got some more ideas, and improved in my writing since then. With that out of the way...
Rules
- Any Mary-Sues, or tributes without enough information WILL BE IGNORED.
- Just to be totally clear on the twist, every person must submit TWO Tributes, the brother and sister from ONE district both in the age range. No more, no less.
- Half-siblings and Step-siblings are allowed, so long are they're both in the age range. So are twins, I just don't want every single submission to be a twin.
- For Career districts, A pair of eligible siblings can both volunteer, but only if both of them do.
- Reservations for a maximum of 5 days, I'll re-open the spot after that.
