"We need back up! Taking heavy casualties!"

"We're evacuating civilians, but we lost several bullheads!"

"Aircraft with no FoF markings are approaching Beacon Academy. We think they may be White Fang!"

In the council's chambers, Councilmen Charlie listened to the broadcasts with the rest of his colleagues. The Vytal festival had gone downhill ever since Yang Xiao Long had crippled Mercury Black, the negativity drew the attention of Grimm. IT became worse when Pyrrha Nikos tore apart Penny Poledina, which revealed her to be a gynoid. Then, somebody hacked into the CCT and declared that it wasn't an accident. After a speech calling out the Huntsman for failing, declaring peace is fragile, and asking who to trust, chaos erupted.

"What are the Huntsmen doing?" Councilman Titus demanded. He had a yellow crewcut and wore a yellow waistcoat. "We got Grimm on our doorstep, a terrorist running around, and nothing seems to be happening! If this keeps up, we will lose most of Vale!"

"Most of the Huntsmen are occupied at Amity," Councilwoman Lapis argued. She wore a blue dress. "I got a report that Qrow Branwen and Glynda Goodwitch are on the ground as we speak. Atlas forces are—"

"Composed of machines?" Councilman Jae asked. He wore green glasses that matched his green suit. Of the council, he is by far the most levelheaded. "What makes you believe that we are safe with them around. Not to mention that Ironwood failed to mention one of his robots is disguised as a girl. What makes you think that we are safe?"

"What are you getting at?" Councilwoman Elisa asked. She wore a purple coat and a skirt. "Don't tell me you are taking the word of a terrorist into account?"

"I'm keeping my eyes open," Jae defended. "Ozpin has been acting shady and Ironwood insisted on bringing a fleet of his ships to the Vytal Festival. Even if it's for security, it's too much. What could they possibly hide? Not to mention that we hadn't heard a thing from them."

Charlie sighed and pinched the bridge of his nose. Of all his years as a councilman, this is why he missed the field. A mass crisis on their hands and they're bickering like children. His old huntsman instincts are screaming that this might be the woman's intention. Set people at each other's throats, which will pile up negativity, and then it's chaos. With everyone not knowing who to trust, everything will fail.

Which means only one thing…

"Fellow council members," Charlie called out. Instantly, the room became quiet. "We have a crisis on our hands, and we are arguing about what? Secrets? Lies? Who is an android disguised as a human? How does that matter when people are dying even as we speak? The people are counting on us to protect them!"

"Then what do you propose we do?" Titus asked. "We have huntsmen on the ground, and most of them are back up at Amity or Beacon."

Charlie regarded him for a moment before facing his colleagues.

"Directive 51," Charlie declared to their astonished looks. "We activate the Division."

"Charlie, the Division is only meant to be activated during a mass-casualty event," Jae argued. "Not to mention that some of them happen to be children. This hardly qualifies—"

"Like hell, it doesn't!" Charlie bellowed, slamming a fist on the table shaking it. "I agree with Titus. If this escalates, we could very well lose Vale. It will be like Mountain Glenn again. Remember why the Kingdoms secretly agree to Operation Dark Winter? The one operation that not even the headmasters knew that occurred. It was to test what would happen if something like this happened. When everything has failed, including the huntsmen. Do you know how many simulated deaths occurred? That is why the Division was created. So that society continues until it's restored."

Charlie took a deep breath.

"If whoever is responsible managed to broadcast that on the CCT, there is a chance that it's compromised. If the Division is activated, they will not have that problem."

Then their scrolls beeped. They took them out and saw a notification for them. When they opened it, they are horrified at what they read.

"An Atlesian Airship gunned down two of its own?" Titus said aghast. "What kind of people does Ironwood got under his command?"

"Didn't Ironwood mention that they are central control for AK soldiers and the Paladins autopilot systems?" Lapis asked.

"If someone has hijacked that ship," Jae said. "Then they can turn the automated soldiers against us."

"Which in turn will make people believe that it was Atlas," Elisa finished. All eyes are wide as they turned to Charlie.

"I'm just one man, so it's on to my last question," Charlie said. "Do you still think it's not going to be a mass casualty event?"

Nobody speaks for a moment. They all turned to each other in the silent conversation for several moments. Finally, Jae broke the silence.

"The Council has called in a vote," Jae declared. "All in favor of invoking Directive 51?"

Everyone raised their hands.

"Motion passed," Jae said. He typed a few commands on his scroll and opened a document. The rest of the council is doing the same. It was a document with the words 'Directive 51' at the top. At the bottom is the image of a phoenix with its wings spread, as if rising from the ashes. Below is 'Extremis Malis Extrema Remedia'.

They signed their signatures on the digital document.

"With this, the Strategic Homeland Division is hereby activated."


Beacon Academy

"Bring them to their knees!" Adam Taurus shouted with a crazed smile. Finally, they are going to make humanity pay for what they have done to him and his people. One by one, his brothers and sisters in the White Fang opened bullhead containing a Grimm. They backed away as the Beowolves sniffed the air

"So how are we supposed to get them to run wild without getting killed?" One White Fang grunt asked.

"Beats me," Another shrugged. "Maybe if we can scare some human scum, they will get working."

As they continued their conversation, they didn't see a spherical object heading towards them. It had two orange rings parallel to each other surrounding six small balls. A few meters away from them, the balls ejected off of the object and rolled toward the two grunts and other White Fang members.

"Yeah, maybe if we—" The White Fang grunt continued before seeing the two of the balls rolling towards them. "Hey, what's that?"

They didn't get the chance to answer as the balls exploded. Due to them not having an aura, they are killed instantly. Along the edge of the cliff of Beacon, more grunts are getting killed as the balls exploded.

"What's going on?" Adam demanded one of his lieutenants. "What happened?"

"I don't know," The Lieutenant said.

Then a shot rang out. The lieutenant's head snapped back and fell to the ground. On his head is a bullet hole. Another shot rang out, hitting a Beowolf through the eye, killing it instantly. One by one, more of the Grimm they brought are being killed.

"Take cover!" Adam shouted at his men. The White Fang scrambled for cover as they are under fire, more of their number falling as they did so. Some decided to take cover in the bullheads, but they are picked off by the sniper. The pilots are taken out as well, shot clean through the glass.

"What's going on here!" A female faunus called out. "I thought these guys didn't kill people!"

"Who's fighting back?" Adam called out from behind a crate. Every time he pokes his head out, he would be fired upon. It wouldn't be an issue if somehow the bullets bypassed his aura.

"I see them," Another White Fang Lieutenant called out. He stood in front, defending them from bullets. "It's just…three people."

"Three people?" Adam called out. "Advance on them! What are you waiting for?"

"We're trying but—" He was cut off as he was impaled on the chest by an arrow. A few seconds later, it exploded, killing him.

Adam cursed. "Who the hell are these guys?!"

On the other side of the battlefield, three people held the line. They all fired upon the White Fang grunts that dared to advance. Each of them wore the Beacon academy uniform, but they wore go-bags with a brick-like device on one of the straps, kneepads, gloves, and chest armor. Around a leg is a holster with a pistol On their wrist is a watch with a glowing orange ring.

"Focus fire on the Grimm they brought!" One of them ordered their sniper. He held an assault rifle and wore a black beanie. "Leave the grunts to us!"

"On it," The sniper replied and hefted her rifle. With a flutter of her wings, she took to the air and aimed her rifle. Bullets rained down like heavenly vengeance upon the Grimm, the hateful enemy of men. "Sayonara!"

"Want to take this up close and personal?" The third one asked. She held a crossbow and fired another bolt into an advancing White Fang grunt.

"Why not?" Her leader asked, firing at another one, and baring his teeth to show fangs. "We got plenty of time before we meet up with the commander. I call Adam."

"I call Taurus," She countered.

Both of them laughed at her side joke. The leader transformed his assault rifle into a longsword, and he took an object from his go-bag. It unfolded into a ballistic shield. His teammate transformed her crossbow into a spear and tossed an object that transformed into a turret, which fired upon the enemy.

Together, they charged at the awaiting White Fang.

An hour ago, they were civilians…Now, they are the Division.

I wonder why they stopped doing fanfics of the Division. It's a very cool game, especially with the Warlords of New York expansion. As I said, some of the characters are going to be O.C, so if you don't like it, this isn't for you. I mean it's stupid considering that the characters we create are in the game.
