Without the Mass Relays the Citadel has been exploring more of their Galaxy the traditional way. As a result they entered a Star Cluster previously blocked off. They met the Covenant & a new war broke out. This might not have been the best time for the Federation to send out ships to explore this Galaxy. Still, Data has been in tougher spots.
