After the fallout of a war spanning Roanapur, Frank Castle is called in by Dinah Madani to eliminate mass syndicates and crime families in Roanpur who've killed a US Ambassador. Castle takes the job, for a first, and Roanapur's first true bane comes to punish them.

Now, they're hardly even acknowledged. Criminals and Villains think they can go to jail, get out, and go right back to terrorising innocent people. They don't need heroes, they need a Punisher.
