But a report that someone is hunting down and killing the remaining members of the Kazama Family makes Kiryu return to Japan to protect the last known remaining Kazama Family member, a girl from Osaka and to discover who is behind the killings.

Strange things have happened to the Phantom Thieves, and stranger things happen still when their personalities have suddenly changed. With guts, muscle and outright stupidity at times, the Phantom Thieves will cause an uproar in the streets and back alleys of Tokyo, raising hell as the Yakuza would. Kiryu stops to help some lost tourists out and gets dragged into a night of blood feuds and dead memes he couldn't have imagined.
