President Laetitia Knox was wearing a blue hairnet. In addition to the hairnet, she was also wearing an equally unflattering, equally blue smock. She was getting a tour of the area where the genetically revived human muttations were being quarantined. They were trapped in sterile tubes which were clearly labeled with their names and former positions within the school. President Knox observed the labels on the exterior of the cylinders. "Madame President, is there anything else you require for the muttations?" a worker in a matching hairnet and smock inquired. President Knox remained silent for a few moments before clicking her nails against the glass of a tube labeled 'Nicki Minaj, Specialty Escort'. "Remind me who this one is?" "Of course, Ma'am. We decided that it would fit with this year's theme to revive a flamboyant, unique celebrity from that same era to replace the District Escorts this year." President Knox took a moment to consider that. "Very good. I do have one request for you," she said. "I need you to dye every mutt's skin electric blue. But not the escort. Can you do that for me?" The worker nodded enthusiastically. "Of course, ma'am! Anything else?" President Knox paused before tearing off the hairnet and smock, balling them up, and throwing them at the poor worker. "Actually, yeah. Take care of that shit." she snapped before stalking off.

No more than half a mile away, a figure in the blue neckerchief unique to the Gamemakers and their subsidiaries, was sitting in the room where the Capitol kept the Reaping bowls. Whoever they were, what they were doing was highly illegal. They were sorting through the slips, reading the names, and occasionally tucking a slip into their coat pocket. By the time they had sorted through all the bowls, their pockets were bulging. Glancing at their watch, they realized that they were going to be late for an important meeting! They made a dash for the Presidential mansion and in a few minutes, they were back inside the building. After clocking back in, they raced to the Presidential conference room, joining the parade of people streaming in from outside. They deftly removed their brown manteau and draped it over the back of their chair, the pockets of which were still stuffed with name slips. President Knox greeted the attendees once they had all filed in. "Hello everyone. I've called you all in today to discuss the mutts, arena, and tributes. As for the tributes, are the Reaping bowls ready with the name slips?" "Yes ma'am," said the head of the Reaping Committee. "And I trust the revived escort is doing well since my last check-in?" "Of course, ma'am. And her skin is already taking on the blue coloration you requested." President Knox smiled. "Good, good. How are the arena mutts doing?" "Quite well, ma'am," said Jenna Murphy. "As for the Arena," President Knox asked, "How soon will it be ready?" "It's on track for completion in one week," reported a Gamemaker near the back of the room. Suddenly Jenna Murphy spoke up. "Madame President, what about the alleged conspiracy to take you down before the Games?" President Knox grinned broadly. "I'm so glad you asked. We're going to bump up the Reapings to tomorrow. Nobody's going to see that coming. The games will come early this year." "But Ma'am," somebody interjected. "What about the rebels in the Capitol? There might even be one in this very room!" "Oh, I have plans for them," President Knox cooed. "Boy do I!" Everyone nodded agreement, including the person who had meddled with the slips. They, like the other Capitolites in the room, gathered their belongings and left. The meeting had been adjourned.
