MIYA ASAMA!!!!
It was actually a unanimous vote and Akitsu did receive three or four, Miya won by a landslide. I really love the idea and was kinda hoping that Miya would win for a couple of reasons but my top three are because:
1. She knows how it feels when your hearts broken and your whole world collapses around you. Issei was hurt by his girls and Miya was hurt by her husbands death. There both broken and can possibly help each other should they meet.
2. A great housewife. She is the kind of person who looks out for others and hates swindlers like Seo, personally I don't like how he takes advantage of Miyas hospitality. She is great at cooking, knows how to fight with her sword and power unlike most of Issei's girls who only rely on one trick like Rias and her Power of Destruction or Xenovia and ExDurandal. Sekirei compared to most devils are either on par with Mid to Ultimate Class. The Triple and Double Digits would be on par with Mid or High Class and Numbers 9-1 would be on par with Ultimate class.
3. A compassionate soul who knows all about power and having the world on their shoulders. After watching the anime and reading the manga, Miya was truly one who tried to lift the burdens of the Sekirei and tried to keep all of that weight on her shoulders. Personally, it's like Issei how he keeps his persona as a hero for the children of the Underworld, a hero who protects their dreams and hopes while sacrificing his life. It's like he's All Might from Hero Academia.
Also there will be a time skip and there will be a look on both sides of the coin. The girls and leaders of the Factions combined with Issei's journey in starting his restaurant.

6 Months Later
Issei and Diablo are in the apartment complex that was connected to their restaurant. After debating about whether they should have their home near the restaurant or right on it. They decided to get a building with three floors. The first floor would be the dining floor, where the customers come in and eat, mingle, have a good time. The second floor was modified to be the storage unit where the ingredients would be stored, they also had a walk in freezer and walk in fridge installed so they could keep the cold ingredients safe. The last floor would be the living quarters for both residents; there are five rooms on the third floor and only two were taken. Issei wanted Diablo to enjoy his own space and freedom, of course Diablo thanked him and styled his room as a butlers room; who would have thought he enjoyed Black Butler.
Issei was currently putting the finishing touches on the Dragons Den. The restaurant had a picture of a red dragon on the front of the door with a sign that said 'Welcome, we are opened.' Getting his degrees much faster took a lot of hard work and sleepless nights with coffee rushes but it was all worth it taking the extra night classes to make sure he was ready. He wanted the restaurant to be perfect, even though he knew things would be slow at first, he was hoping that his restaurant would get some customers at first so business could go up.
They decided that they would do breakfast, lunch, and dinner. (I'm using US times because I don't know time in Japan.) Breakfast from 7am-10:30am. Lunch and Dinner from 11am-9pm. As for employees, they hired three new members to the team. A strange girl who looked like she would be a librarian. Her name was Kuchou: has short gray hair, red glasses, an impressive bust, and has a serious side that impresses both Issei and Diablo. They found out she was a tech genius and helped get their restaurant noticed online by some of the most popular and recently visited sites.
Kuchou was extremely loyal especially since Issei found her when he was coming back from one of his night classes and found her in front of the restaurant, had an extremely nervous look on her face and was sweating bullets. Apparently, she was looking for a job to get some money since she lost her card; so Issei and Diablo offered one of the free rooms and ever since then she has been extremely grateful for the hospitality.
The last two were twins, who were on the verge of collapsing from starvation because the guy they wanted to be with turned out to be scum and a worthless lazy ass who expected the women to do the work for him. Disappointed by this revelation, Issei adopted the girls into the group and both of them truly enjoyed being surrounded by the warm atmosphere. Especially since they love Issei's cooking and wanted to learn so they could help out and repay him for all he's done for them.
Diablo saw that the twins were infatuated with his master and chuckled a bit seeing their starry eyed faces when tasting and watching Issei cook in the kitchen. He could tell these two were much better than 'them' so he actually gave them advice on how to help their 'Boss' recover from his pain. Diablo and Kuchou have been getting along swimmingly and decided to date each other; Issei allowed this, as long as it did not affect work.
The story begins with the start of the opening day for the Dragons Den. Issei woke up and started to prepare for the day with a quick shower and some light exercise to get his blood flowing. He was excited for the opening day so after his workout, he went down and saw Diablo ready for the day in his butler attire. "Good morning Hyoudou-Sama." Issei replied "Thank you. And good morning to you too Diablo." They heard a thud upstairs before hearing a scream and a little fighting, which came from the twins Hikari and Hibiki. Those two got into a few squabbles and sometimes it takes both Issei and Diablo to pull them apart from the cat fights.
Kuchou was already in her everyday attire and made her way to the door. She flipped the sign to the 'Open' and prepared herself for welcoming customers. Issei and the twins went to the back and scrubbed and got the oven and stoves warmed up and ready for cooking. A few minutes passed until the sound of the bell went off and Kuchou welcomed a woman who was wearing a purple kimono and had her purple hair in a ponytail. She looked like a housewife on the outside but a warrior on the inside. This was Miya Asama. She was a good friend who helped Issei and gave him courage and confidence when he was struggling with his studies at times. The residents of the Izumo Inn and the Dragons Den were wondering when the two of them were going to get together.
They acted like a married couple and helped each other out with their issues. Issei was helping Miya get over the loss of her husband and getting her to go out of the house more often and explore what else the world had to offer. In return, Miya was helping Issei learn to accept love again and be confident in himself, if his ex girlfriend betrayed him after all he did for her then she didn't need him. It's slow for both of them but their making great progress. Miya actually took up pottery, finding it relaxing and fun, while Issei was more confident when talking to women and knew how to help them when they needed it.
They were interested in dating one another but were nervous because of two reasons. One, Miya was reacting badly like she needed him and Issei's dragon and human side was reacting to her inner and outer beauty. Two, they were afraid one would not accept the others past and leave them and their friendship would be ruined. Diablo and the others agreed that their boss deserves to be in love so they hatched a plan. Kuchou gave Diablo a subtle sign to let him know to begin phase 1. Diablo, sublty, winked at her and walked over to his boss. "Hyoudou-sama, why don't you go out with Mrs. Asama today? You've been pushing yourself very hard and derserve a break. How about taking her out on a date?" Issei was suprised until he decided that a date with Miya would be a good idea, if she was okay with this of course.
Miya had a calm face on the outside, but was squealing like a fan girl on the inside. 'A date. With Issei. Just the two of us.' She then pictures herself and Issei wrapped in each others arms and leans in to...She quickly stopped herself as she blushed beet red. Her thoughts were brought out by Issei snapping his fingers in front of her and asked if she was okay. Miya blinks and says "I wouldn't mind going on a date with you Issei. I would really love it." Issei was suprised and smiled before saying "Alright let's go." She takes his arm and they both go out to enjoy each other's company.
Diablo and the others grin before preparing themselves for the next customers; Diablo was in charge so he got their attention and said "Listen up! We need to make sure the restaurant runs well even when the Boss is out! So we must push ourselves to be excellent workers for him, understood?" They all shouted "Yes, Sir!" Diablo smirks and tells everyone "Back to work!"

With Issei and Miya
Miya and Issei went to the pottery class that Miya attended and Miya became a teacher for Issei when she saw him struggling trying to make a cup. Issei tried out some painting on a sculpture, so he found a Chinese Dragon and painted it red to represent Ddraig. Miya made a special present for Issei that she wanted to give him later on the date.
Two hours later, they left and put their designs in the kiln so they can be heated up. Afterwards, they went to the movies and decided on a movie about a warrior woman who was destined to protect mankind from a dark force threatening the world. Miya loves how the powerful woman falls in love with the pilot but is saddened when her lover dies because ot reminds her of her husbands death. Issei notices this and squeezes her hand in a comforting way so she can know she's not alone. Issei understands how with war you must make sacrifices in order to win the battle. It's never easy but it's what the many soldiers did in order to protect their family and friends from harm.
After the movie, it was starting to reach dinner time, Miya personally wanted to try some of Issei's food so they went back to the Dragons Den and inside were 10 customers and they all seemed to enjoy themselves thanks to the relaxing atmosphere and excellent food. Diablo and the others looked fine and gestured the two of them to another table where Issei ordered the beef curry and Miya wanted the chicken curry. Issei went to the kitchen and made the curry under 15 minutes, he moved like a blur through the kitchen without messing with anyone else in the back, knocking over the dishes, or dropped the ingredients on the floor.
Miya was suprised by his speed and almost thought he was superhuman, then again she saw how some other humans like her late husband and that gray haired witch at MBI. Issei came back and placed the curry on the table and both of them blessed the food and began to enjoy themselves. Diablo and co. were watching the two and all of them were happy that two broken hearts were able to find and help each other through their crisis. Issei thought about this long and hard for quite some time, and so he decided to tell Miya about himself and Miya had the same thought about telling Issei about her past.
They finished their meals, Miya wanted to pay for the meal but Issei said it was on the house. She tried to fight back but he didn't give in. Miya laughed a little as he tried to reassure her about the free meal, then they walked together to Izumo Inn. Miya explained to him how she is struggling with money and may have to close down the Inn but she didn't want to for her and her ex husband had so many memories there. She thought she would be harming his memory, but Issei reassured her that it's not easy but Takehito wouldn't want her to wallow in despair but to find love and live her life the way she wants to without any regrets.
Issei actually also bought a three story apartment complex that was already furnished and was right next door to the restaurant. Diablo and Issei actually used magic to combine the apartment complex with the restaurant so their tenants could have breakfast to start their day. Kuchou made a joke on how their becoming more of either an Inn or Hotel rather than a restaurant. Issei offered some rooms for Miya and her tenants but Miya insisted that they should help in the restaurant so she wouldn't feel like the freeloading scum that comes to her door. Issei was thrilled and sent a mental order to Diablo about the situation. Miya wanted to take Issei to one final destination before the Inn, Takehito's grave. Both of them were in the cemetery and prayed for his soul to Rest In Peace.
Miya turned to Issei and said in her mind 'He's been helping me over these past 6 months and every time I'm with him. My body. It reacts so badly to him. My heart and mind are filled with being with him forever but could he accept me for who I am. Do I deserve love after all the blood I spilt? Do I truly deserve happiness and can Takehito forgive me?' Issei saw that Miya was going through some emotional baggage and wanted to help her but this required her husband. 'Ddraig. Is his spirit still here?' 'Yes, he cannot move on because of his wife and how she still habors some feelings for him. I can transfer some power to him so he can have a temporary body but it will depend on the wife's descision to save his soul or not.' Issei looked at Miya and got lost in her eyes before saying, mentally 'Do it.'
Miya was lost as she felt a hand on her cheek and looked up to see her late husband Takehito Asama. Miya was about to look away until he grabbed her shoulders and made her look at him. "Miya it's really me. I can't be here forever but you have to listen to me. Don't talk until I'm finished, okay?" Miya looked and saw Issei on the phone talking to someone before she nodded back to her late husband to continue. "Miya. I love you. Truly, not a day goes by when I enjoy seeing your smile, your laugh, or even when you get mad. I love all of you, but I can't be here forever. I wanted you to find your destined partner when I died because I knew a Sekirei's true joy is when they find the one that will truly love and cherish them. Treat them as a queen, not an object. That man you've been talking to for the past six months, loves you and I know you love him too. I'm not mad but I can't stand to see you destroying yourself. Minaka will not stop until the Sekirei plan is accomplished and he's going to try and end it in just three months. Miya, I want you to break the promise about putting away your sword. I know sooner or later you will have to lift your blade again. Don't let the past stop you from protecting the ones you love. He understands, trust me. Please give him a chance!" Miya was troubled by this.
She wanted to obey Takehito's last wish and knew sooner or later she would have to fight but didn't know that Issei had a past like her. She gazed into Takehito's eyes and saw that he was right on everything. Breathing heavily, she musters all of her strength and said "I will. Forgive me my love." Takehito smiled as he kissed her on the forehead before disappearing into the night and said "Thank you Miya. I'm happy for you. Live, Explore, and Love. I know you can live and kick Minaka's ass at the same time." Miya smiles sadly and waves goodbye to him one last time.
Issei smiles knowing Takehito has passed on and that Miya is happy now. Miya walked over to Issei and said "Come to my home tonight. We'll be alone. I have something to tell you." Issei nodded and texted Diablo he would not be coming home tonight. Diablo smiles at the text and sent back 'Have a nice night and use protection.'

At Izumo Inn
Issei was in Miya's room, waiting for her to return from what she was doing. Issei was cool but a littlenervous about what was going to happen, while Miya was making sure that two unfortunate souls would not disturb her night with her soon to be lover and Ashikabi. A red headed and a brown haired girl were on the ground shaking like leaves as Miya threatened them to be quiet and ignore what was going to happen tonight. Miya saw that Kagari was still in her female form and from the looks of it, she's having a reaction as well from their guest. Kagari was blushing like crazy and panted from the brief touch when shaking hands, Miya would talk to her tomorrow but for right now it was time to have some fun.
Miya opened her door and saw Issei with his shirt off, revealing his 6 pack to the world. Miya blushed as she thought 'Has he always been this fit?' Issei saw that Miya walked closer to him and sat him on her bed before asking "Issei. I love you. I want to date you and get to know you even more. Ever since I saw you, my body was reacting so badly that I wanted to make you mine then and there but I controlled myself and as I got to know you more. I started to see more sides of you. When your happy, sad, depressed, angry, or even with that lovely smile on your face it brightens my day because I get to see you. My late husband told me to be true to myself and to my feelings so I want to say it now. Issei Hyoudou, will you be my Ashikabi? I'm not human but would you accept my love?" Miya's eyes were filled with tears until Issei brought his hand up and brushed them away.
He spoke to her. "I'm not human either. I have blood on my hands because I wanted to use this power to protect the ones I love. I always knew about your feelings but I wanted to help you understand what your husband wanted you to do after he passed away. I love you too Miya. And I will destroy those demons that haunt you but I have to ask. Can you truly accept someone with a broken heart like mine? I have always been afraid of falling in love again because of being betrayed by the ones I loved twice. Will you truly stay with me and love me for forever, beyond even death?" Both of them looked at each other in the eyes and saw the love between them so without saying anything they attacked each other's lips and kissed with all of the love they had for each other into the kiss. Bright wings of purple light burst from her back and Miya felt a weight leave her chest and a blazing but warm fire came into her heart protecting it from harm; Isssi felt the walls around his wounded heart be shattered and the chains that he bound himself in were destroyed, instead he felt a sense of freedom enter his heart and put all of the pieces of his heart back together.

Within Issei's Soul
Ddraig, in Issei's soul, saw that the statues of Rias, Akeno, Koneko, Asia, Irina, and Xenovia inside of his hosts soul were shattered and crumpled away into dust. The statues of Kuroka, Ravel, Rosweiss, and Miya shined brightly and a new part of the statues were formed during the transformation. A peerage set of only crimson and golden dragon pieces were in the middle of the circle of statues and revealed that the Queen went to Miya, Rosweiss had the Rook, Kuroka and Ravel each had one Pawn. Ddraig saw the gold and knew that in dragon mating rituals gold, gold was an extremely rare color because of what it represents: Eternal Loyalty, Happiness, and a bond that transcends death. Ddraig knew then and there that there were 15 girls that will truly love his host and be with him for life til death do they part. "Partner, it would seem Fate and Destiny are smiling upon you. I'm truly happy for you, so become stronger and I have a feeling you'll be able to show the world your strength and power." He laughed at the thought of seeing the fools that harmed his partners heart shocked that he has a badass peerage that makes them look like a joke.
