Steve had refused to sign the Accords. He was not going to do it. His conscience wouldn't let him. Standing in the room and looking at Tony, he wondered what would happen between him and his friend. He didn't want to lose him as a friend, but he suspected that something was going to happen. They were at loggerheads and both of them were stubborn enough not to concede or give in.

Looking outside of the room to the office next door, Steve's eyes remained on Rosalie as Tony left the room in annoyance. Sam and Sharon were outside talking, leaving Steve alone in the office. Rosalie had said that she would give Steve and Tony some space, Sharon showing her to the spare office next door. She had perched on the sofa and looked at the screens around her, seeing Bucky being sealed into some kind of metal box with windows to contain him.

Chewing down on her lip, she had leaned forwards and watched the man. She found it hard to understand that was Steve's friend. He seemed so different to Steve from what she had heard. She found it harder to understand what Bucky might have gone through for him to be here today. He had clearly been used and manipulated. Did he knows that had happened? Did he know what he had done? She supposed that would be the worst thing of it all.

Steve's eyes remained focused on Rosalie as she watched the TV screens and he wondered what his was doing to her. He knew that he was hurting her by putting her through this. He was dragging her through his mess and he felt guilty about that. He just wanted her to be happy. He needed her to be happy. She was all that truly mattered to him and he wanted her to see that. He needed her to see that. But he had to help Bucky. He needed to help his friend.

"I take it you didn't sign?" Sam asked, entering the room as Steve shook his head and looked at his friend.

"I couldn't," he said with a shake of his head. "Did you know that Tony has Wanda locked up like some criminal? She is a kid, Sam."

"I know," Sam said. "So what do we do now?"

"Listen up," Sharon said, entering the room and pressing a button, sound from the speakers being heard as she looked to the TV screen in the corner and their ears followed.

They listened as Bucky was being interrogated. Rosalie saw that Tony had gone and she stood up, wondering what Sam, Sharon and Steve were doing. Furrowing her brow, she caught Steve's eye and he nodded to her, jutting his chin out and lifting it up, urging for her to come to the room. She moved back to the office as Steve picked up a file and looked to Sharon.

"Why would the Task Force release this photo of him?" Steve wondered, looking to the picture of Bucky.

Sharon shrugged, her blonde hair falling over her shoulders. "To spread the word and get as many people as we can looking for him?" she suggested to Steve.

He closed the file and placed it down. "It's a good way to flush a guy out of hiding, having your photo splashed everywhere," Steve said. "You have seven billion looking for the Winter Soldier."

"So you are saying someone framed him to find him?" Sharon asked.

Standing just behind Steve, Rosalie kept quiet, wondering if Steve had a point.

"Steve, we searched for Bucky for years before finding him."

"But he came to us," Rosalie finally spoke up and the three of them looked to her as she let her gaze focus solely on Steve. "Remember? He found us when we went out for dinner. He told me to keep you away from what was going on…like a warning."

"So you think he knows who framed him?" Sharon wondered.

"I don't know," Steve responded, "but I think he knows that people are looking for him. Bombing the UN catches people's attention."

"But that is no guarantee that whoever framed him would know that we would look for him," Sharon said.

"Hmm," Steve hummed and looked back to the screen once more. "Something isn't right."

"What?" Rosalie asked from Steve. "You think they wanted Bucky here? Whoever set him up?"

"That is exactly what I think," Steve said and it was then when the lights went off. The room went dark and red lights began flashing. Looking to Sharon, she sighed but nodded her head.

"He's on sub level five," she said to him.

"Steve…" Rosalie whispered his name and he nodded once to her.

"I'll be careful," he promised her.

"I'll look after her," Sharon said and Rosalie didn't even pretend that she could look after herself if something happened. She said nothing as Steve quickly squeezed her hand and ran from the room with Sam in tow.

"What do you think is going on?" Rosalie asked as they remained in darkness and she moved closer towards Sharon. "Do you think that Steve has a point?"

"I think that he has more than a point," Sharon said to her. "But convincing anyone here of that would be impossible. Come on, I get the feeling we need to get out of here before something happens."

"Shouldn't you stay and help them?" Rosalie asked as Tony finally peered his head around the door.

"Ross is demanding that everyone who is a civilian get out of here," Tony said to Rosalie and then looked to Sharon. "Can you get her somewhere safe?"

"On it," Sharon said to Tony as Rosalie rushed forwards, grabbing hold of Tony by the elbow before he could disappear on her. She held onto his suit covered jacket and he looked over his head and down to her as she watched him, her eyes pleading with his.

"Help him," she begged Tony. "I know you have your differences, but please just help him."

"I will," Tony promised her.

He left with Natasha by his side as Rosalie followed Sharon through the corridors of the facility. She kept looking around as agents passed them by, heading in the opposite direction to try and find Bucky. Leaving through a door, Rosalie finally felt fresh air as they took the fire escape down the outside of the building. Looking behind her, she wondered exactly what was doing on before almost tripping down a step. She kept her eyes focused ahead then as others rushed past through the exit of the building, clearly trying to get away from whatever was happening.

They shouted, their voices rising to mass hysteria. Dragging Rosella to the side and down a quiet alleyway, Sharon looked at the passing crowds.

"We should stay close enough so that they can find us," she informed Rosalie.

"I can't even guess what is going on," Rosalie said. "Brainwashing seems ridiculous, but what else could have happened to make Bucky like this?"

"I don't know," Sharon said, and that was the honest truth of it.

The two women remained stood in the shadows, hidden from passers by. Slowly, the commotion seemed to die down and Sharon decided that they should go back inside to see what had happened. Walking back to the control room, Sharon kept looking around while Rosalie did the same, hoping that she would see Steve suddenly appear. Where was he? What had happened to him? Her worry went through the roof as she longed to see him.

"Where is she?"

The voice snapped and Rosalie's brow furrowed together as she looked ahead and noted Everett Ross snapping loudly, looking around. Rosalie wondered who he was looking for before his eyes landed on her.

"Get her!"

Rosalie's eyes widened then as she pointed to her chest and a male agent came and grabbed hold of her by the arm, twisting it behind her back as she winced in pain.

"Hey!" she snapped loudly, voice shrill as Sharon looked to Ross and glared at him.

"What are you doing?" Sharon demanded from him. "She was outside with me! She doesn't know what happened."

"She is his fiancée," Everett said as Rosalie continued to squirm around in the agent's hold. "And he has taken Bucky Barnes somewhere. He has run off with a criminal and he himself is nothing but a criminal. She is staying with us until he comes back and we are going to interrogate her."

"I don't know where he has gone," Rosalie said. "But he doesn't think that Bucky did this. He knows Bucky."

"That man is not the man he was friends with. He has aided and abetted a criminal," Ross said. "She will be staying here in custody until we have him back."

"Are you kidding?" Sharon demanded just as Tony made his presence known, hands held up in front of him.

"Let's just take a minute here," Tony said as Rosalie looked slightly relieved to see him. She knew that he held some sway over what could happen. "She isn't the criminal here, is she? Her fiancée is. She cannot be held responsible for his actions."

"She might know where he has gone and therefore she is staying here. If the Captain turns himself in then she can go."

"What?!" Rosalie snapped.

"You cannot keep her as bait," Tony said. "I am pretty certain that goes against every law there is."

"We can keep her if we have reasonable grounds to believe that she knows more than she does, which we do, and so she is staying here," Ross said and looked to the agent holding onto her. "Take her to an interview room. I will be there soon."

"Tony!" Rosalie snapped at him and he nodded his head.

"It'll be alright," he promised her and looked to Ross as Rosalie was pushed away. "You know that she doesn't know anything. You're keeping her with some bullshit excuse."

"We're in the middle of a crisis," Tony said. "And she might be the one who can draw him out. She is going nowhere."

….

Steve had been worried about Rosalie. He wanted to know where she was and that she was safe. He had left her with Sharon and so he only hoped that Sharon was keeping her safe. He trusted Sharon. He had managed to get in contact with her and she had said that she would meet him, Sam and Bucky to give them their equipment back. They met in the middle of nowhere, some abandoned industrial estate. Pulling up in the small VW that Sam was driving, Steve looked to the car that was already parked up.

Sharon climbed out of the vehicle and Steve half expected to see Rosalie climb out of the passenger side, but the door remained shut. Sharon looked to Steve and sighed, seeing his face fall as he recognised that she was alone. He moved towards Sharon as Sam and Bucky remained in the car.

"Is she safe?" Steve asked, his voice anxious.

When Sharon didn't respond immediately, he frowned, his concern growing.

"Ross has her locked away," Sharon said to him and Steve felt his stomach clench and churn at hearing that. Popping open the trunk, she continued speaking. "He thinks that she knows where you are and he is keeping her because of that…interrogating her…the real reason is that he thinks you will give yourself up in exchange for her to go free."

"I will," Steve said without hesitation. "I'll go back with you."

"And Bucky and Sam?" she asked. "What will they do? He wants all of you. If you go back now then you will never discover the truth."

"And if I stay here then Rosalie stays…where? Where will they keep her?"

"At the moment she is back with Ross," she said. "I think he intends to move her to some secure location where you cannot break her out. He knows that you might try."

"I can't leave her," Steve said. "I can't do that to her."

"You might have no choice," Sharon responded. "If he gets you then you are not leaving a cell for a long time. You are outside of the law, Steve."

"And Rosalie? What? She stays there instead? I am not doing that. I am not leaving her there."

"Tony is on that," Sharon promised him. "He has been sent to bring you in, but he is helping Rosalie. He knows she is innocent in all of this and doesn't know where you are. He's gone above Ross's head so it will, maybe, just be a matter of time before she is back home."

"Maybe?" Steve said, echoing the word back to her. "Maybe isn't what I want to hear, Sharon. I shouldn't have been stupid and left her. I thought she was safe."

"You did what you thought was right," Sharon responded. "And she knows that."

"Have you spoken to her?"

"No, but I know that she clearly loves you and would want you to go through with this. Find out the truth and prove Ross wrong," Sharon said. "Do that and then she will be free. She would want you to do that instead of swapping places because we both know if you go into a prison cell, you're not coming out."
