Not gonna lie, a lot of my chapter titles come from information taken off the Kamen Rider wiki, but it seems not a lot of content is on there for the older series. Still, I make due where I can. Disclaimer: I don't own Kamen Rider or The Rising of the Shield Hero.

Chapter 22: Challenge of the Waves

At a local swimming pool, a swimmer in training for the next Olympics ran into some trouble as something bubbled up from the surface of the water and seemed to drag him under. His concerned coach had a couple more swimmers move in to help him, but they couldn't find him. The incident was still unresolved days later when the twin Riders Naofumi and Ren went to check things out. "Must be more Shocker shenanigans," Ren suggested. Naofumi nodded. "An Olympic-level athlete would definitely be the sort of human they'd want for their cyborg program. But why target a swimmer specifically?"

Meanwhile, Eclair and Raphtalia were diving out near the ocean, looking for something that pinged the FBI's interest. So far they weren't having any luck finding anything out of the ordinary. "Are you sure there's no mistake from your headquarters?," Raphtalia asked after they surfaced. Eclair nodded. "Yes. The FBI noted strange soundwaves coming from this general area." Raphtalia nodded as they climbed onto their boat. "Then let's try again tomorrow." Nearby, a young man and his younger sister were approaching the water.

"Alright Miyuki," the older man said, "Watch carefully how your brother swims. Just don't panic. Be calm and use your arms and legs, alright?" Miyuki looked nervous. "It looks very deep." Her brother smiled. "Well, you can't learn to be an effective swimmer in shallow water." He started swimming out, then called his sister to swim over. But before Miyuki could even get into the water, the same bubbling from the other day pulled her brother under the waves. This time, Miyuki could see a strange merman-like creature grab her brother. "Somebody help!," she called out, "Something's got my brother!" The fish creature, Amazonia by name, dragged the man under and started swimming with him somewhere unknown.

Elsewhere, the rest of racing club was enjoying the surf and sun at a small water park near the ocean. "Now I know why Japan the land of the rising sun," Malty said as she sat by the small wave pool, "It is a great place for a tan." She shrieked playfully as she got splashed by Motoyasu. "Oh you are gonna get it now!," she teased her boyfriend as she leapt in to splash him back, "Revenge!" Tobei stirred from his nap and checked his watch. "Almost mealtime. Eclair and Raphtalia should be back soon."

Meanwhile Raphtalia noticed Miyuki as she was walking forlornly across the rocky shore. She and Eclair looked at each other in concern and pulled up to her. "What's wrong?," Eclair asked. "My brother's gone missing!," Miyuki bawled out, "Some sort of monster ate him!" The girls gasped. "What did it look like!?," Raphtalia asked, her expressions serious, "Tell us exactly what happened!"

Down in an underwater Shocker hideout, Amazonia had the recently captured swimmer laid out on an operating table. "This one has considerable stamina. Have him remodeled into a laborer at once." As he prepared to leave, Great Leader contacted him. 'Amazonia. How is the progress on Operation 5O7 going?' "All is progressing as planned," Amazonia replied, "We will be finished well before the deadline. Our only snag so far is that many of our laborers tire too quickly when working undersea."

'So long as progress continues,' Great Leader said, 'I see you are starting to target humans with greater stamina. Continue to capture more like him, and continue the operation without a day's delay. Once it is complete, our power will be filled to the brim!' Amazonia nodded. "Before long we will have access to Japan's undersea uranium mines. Once we have both it and a factory built around it, there will be no power on Earth that can stop us! Not even the Kamen Riders!"

Once again, Shocker continued to overestimate their subtlety. Naofumi and Ren were already investigating the disappearance at the pool, tracking the water flow from the drain. Tracking the pipes to the sea, Naofumi got a good idea of what was going on. "Shocker must want a more underwater-adept cyborg. But for what purpose?" The racing team was also investigating, having gotten the story from Miyuki. They assured her that her brother wasn't eaten, and that they could get him back.

Tobei traced a local coastal map of the sighting. "So now they're trying to target the sea. I guess one too many failures at trying to exploit the skies had them trying for other avenues." "We'll dive down in the area early tomorrow," Eclair said, "Raphtalia can take the other direction. By now Naofumi and Ren should be ready to join us. I just got the call earlier. Seems that missing swimmer from the pool was dragged into the sea somehow."

The two Riders were heading down the road, when they had to stop due to sudden explosives going off in their path. As they stopped, they spotted several Combatmen coming out of the nearby brush. One threw a knife at Ren, only for him to catch it and throw it to impale a Combatman high up in one of the trees. The two of them started dispatching the Combatmen, only for Amazonia to show up as well. He engaged his claws, which could fire like missiles, but Naofumi blocked them using a Combatman for a shield.

"Naofumi!," Ren called out, "We need to transform!" Naofumi nodded as the two of them leapt into the air. "Henshin!" Their Typhoon belts transformed them into Kamen Riders 1 and 2. They kept fighting the Combatmen across a rope bridge, before 1 leapt down to confront Amazonia. The two of started to battle, eventually taking the the fight to the water. Amazonia had the advantage there, but only because he was designed to operate in the water, and thus didn't need to hold his breath the way 1 did.

1 still had the strength advantage, and since he could hold his breath for two hours it meant he didn't need to surface that often whenever Amazonia tried to drag him underwater. Finally, 1 had a chance to leap onto dry land, whilst Amazonia was forced to retreat through the water. 2 ran up to his partner, having dealt with the Combatmen. "We'd better get going," he said, "Tobei will be getting worried that we're so late." 1 nodded, and they headed off.

Meanwhile Eclair and Raphtalia were taking their dive in the area indicated. Up near the entrance to Izumo Sea Park, Naofumi and Ren finally arrived to great the rest of the racing club. "What happened?," Tobei asked, "You guys are a bit late." "We got ambushed by Shocker on the way here," Naofumi explained, "Their newest cyborg is a dreadful fish monster. Dangerous when underwater."

"That's not good," Malty said, "Eclair and Raphtalia are out there!" Ren nodded. "We'll head down there and provide backup. Tobei, you and the others should stay in the hotel." "What about my brother?," Miyuki asked. Naofumi smiled and patted her head. "You're Miyuki, right? Don't you worry. We'll get him back safely." The two of them drove off, intent on keeping their promise as always.

Said brother was already being held inside the Shocker hideout, the Combatmen telling him he was to be remodeled in twenty-four hours. Outside, Eclair ran into a few Combatmen with diving gear and surfaced to deal with them. She sent an emergency signal to Raphtalia, just as the two Riders were pulling up to the raccoon girl. "Naofumi! Ren! Eclair's in trouble!" Naofumi nodded. "Get back to the hotel! We'll handle Shocker!" Raphtalia nodded.

As she left, the two Riders readied their Typhoons. "Henshin!" The stronger winds from the ocean coupled with the moving power boat triggered the pinwheels, transforming the duo into 1 and 2 again. Meanwhile, Eclair had been dragged into Amazonia's hideout. "You people never learn to stop obstructing us, do you?" Eclair chuckled. "In case you haven't noticed, obstructing you has only benefited us in the long run. Or do I need to remind you about all your previous failures."

"Silence!," Amazonia called out, punching her in the face. That let her get a good look at the nearby map. "So, you're targeting the uranium mines." 'By now the Kamen Riders should be on the move, along with their tanuki companion,' Great Leader said, 'Seize them at once!' Amazonia nodded and had his men go after Raphtalia, quickly capturing her, though only with Amazonia's help. He then had the two girls placed inside sealing capsules.

After this was done, a lead Combatman entered. "We've confirmed the two Kamen Riders have entered the base." Several other Combatmen went to confront them, but Amazonia stopped them. "Go out there and we fight them on their terms. We'll lure them further inside." The agents hid as the two Riders entered the command chamber, breaking open the capsules to free the girls. "Good timing," Eclair said, "But they're planning something."

"So you've arrived!," Amazonia called out, as he entered with several Combatmen. He nodded to one of them, and the grunt shut down the power of the base. "Now, will you be able rampage here?," Amazonia asked, "Get them!" The four of them battled the Combatmen, but for Eclair and Raphtalia it was starting to get a little stuffy. "What did you do to this room?," 1 asked as he battled Amazonia. "Agonizing, isn't it?," Amazonia taunted, "This room has only one-third the usual amount of oxygen. Now die!"

He fired his claw missiles, only for 1 to dodge and turn on the power again, letting oxygen flow normally. With four trained fighters quickly gaining strength again, Amazonia decided it was about time to escape. "We'll settle this later! Retreat!" "We need to get out of here," 1 said, "I'll get Aoyagi. 2, set this place to blow, then take the girls and leave." 2 nodded. 1 found Aoyagi, Miyuki's brother, soon enough, and freed him. "Thank you." 1 nodded. "We need to get out of here, this place will explode at any moment."

Once back on the surface, 1 found himself confronted by Amazonia. "The racing club is off over that way," 1 said to Aoyagi, pointing, "Miyuki will be with them." Aoyagi nodded, then headed off as 1 prepared to fight Amazonia. As they traded blows, Amazonia struck out with his claw missiles as 1 headed to a higher cliff. He seemed to go down as Amazonia approached. "Finally defeated, Rider?" He got caught off-guard as 1 kicked his mid-section, while 2 came flying in striking him in the chest.

As Amazonia staggered back, 1 turned to his partner. "Together this time." 2 nodded, and they leapt into the air as one. "Rider Kick!" Amazonia was sent flying into the water where he blew up like a depth charge, the hideout blowing up at the same time. The racing club witnessed this as Aoyagi came running up. Miyuki was the first to see him and ran to hug him. "Brother! You're alive!" "Sorry to worry you," Aoyagi said, "It was thanks to the Kamen Riders that I was saved."

"Hey, it's all in a day's work," Naofumi said as he and Ren approached, "Shocker was trying to use swimmers like Aoyagi to mine out Japan's source of uranium." "So that's what this was all about," Tobei realized, "Good thing you put a stop to that plan. If Shocker had their hands on that much power, there wouldn't be anything that could stop them." The two Riders nodded. In reality, they could have kept up the fight down in the hideout in spite of the decreased oxygen due to their modified bodies. But that would have left Eclair and Raphtalia to die. And there was no way they were ever going to sacrifice their friends and loved ones, nor their ideals. No matter what tricks Shocker pulled.

Another problem with the wiki not being complete is that sometimes I don't learn about minor characters' names until midway through the chapter. Eh, what can you do? It can be a bit of a pain to go back and rewrite. Anyway, so much for Shocker thinking they'd get an advantage at sea. Let's see what they try next. Read and review.
