It was Amillan's first day of the job. She'd been promoted by Sally Acton herself to oversee the White City on Actonia Prime and she was determined to do it right. A smooth magenta-skinned figure with short black hair, like all the rest of her kind, Amillan hurried into her brand-new office with no idea what to expect but she was still somewhat surprised to find a strange humanoid man and woman waiting for her in her new office.
"Madame supervisor," the man grinned, grabbing her hand and shaking it thoroughly, "may I call you Amillian?"
"Um," Amillan managed to answer
"Great. I'm the Doctor. This is my associate, Clara Oswald."
Clara waved. The Doctor grinned. Amillan decided she really wanted a glass of water. She'd only been the Acton Corporation's appointed overseer of the White City on Actonia Prime for an hour. She was not prepared for this.
The Doctor helped himself to Amillan's chair behind the desk. Amillan had actually been really looking forward to sitting in that but she tried not to show it. Important to look professional.
"Let's talk about your predecessor," the Doctor said slowly, looking around the room as if the conversation wasn't really important. Clara came and stood next to him, looking not at all sure what to do with herself. "You see, I made him the same offer I'm about to make you, but he rejected it. And for that very reason, you are now standing here instead of him."
Amillan cleared her throat. She didn't get here by being stupid, she knew exactly what question to ask. "What deal?" The Doctor smirked: "I'm glad you asked…"
He leapt to his feet, his arms shooting out wide as he did, Clara having to duck to avoid being hit in the face. "You've no doubt noticed the Judoon platoon that keeps landing in your lovely city each day and very thoroughly searching all your potential customers for signs of a fugitive from their justice. I'm going to let you in on a little spoiler though…" He leant towards her with a cheeky smirk like a Jackanapes, "There is no fugitive. The Judoon were here searching for someone but his crimes were erased from history so now they're just sort of hovering up there. And well, I'm afraid they happen to trust me because of this," he flashed her his blank psychic paper, having no idea what it was making her see, although whatever it was made Amillan gasp.
"So, if I tell them there's a fugitive hiding in the White City on Actonia Prime, they believe me and they make planetfall to search for that fugitive. And Judoon are thick, so if I tell them the same thing every day, they will do the same thing every day. And I don't know about you, but I don't think that's very good for business. I suspect if that continues you will out of a job very quickly just like your predecessor, and then you would lose this nice new office and that frankly criminally comfortable chair."
Amillan looked longingly at the chair. "Okay," she said slowly, nodding as she did so, her pink skin turning a darker shade as she realised she had no idea what was happening. "What do you want then?" The Doctor flashed a grin at Clara who returned it enthusiastically with a nod.
"It's really really easy actually," the Doctor told Amillan, "I want you to reverse the waste disposal policy of the White City to what it was previously. When you were honouring your treaty with the Khi-Bur tribes. There are plenty of loopholes in Dorisian law that will get you out of it, but I'd like you to do it anyway. And if you do, no more Judoon! Does that sound fair to you, Clara?"
Clara nodded with a triumphant smirk: "Perfectly fair," she echoed. Amillan considered for a moment. She hadn't followed everything but she was pretty sure she was actually about to do a good thing by the sounds of things, which wasn't at all bad. "So do we have a deal?" the Doctor asked innocently. Ammilan nodded and shook his hand eagerly. "Splendid." the Doctor grinned at her, gave her a high five, beckoned Clara over, and the two strangers exited, leaving Amillan's life as quickly as they had entered it. Amillan breathed a sigh of relief and long last allowed herself to sink into her new comfy chair.
