Step two would be a lot harder. He doubt he could get a tracker from Jim. Even, if he managed to palm one off of one of the younger scouts, he'd still have to find where Batman's car was. Not to mention, if it'd stick.
He could start a rumor about Joker. It might eventually get it's way to one of the police's rats, but that could take a month or two. So, that was out. Maybe he could pay off an adult, but there's no guarantee that they'd actually do it. He'd have to come back to this one
