So I've gotten this comment/question a few times now (on different platforms) and thought I should address it. Some people believe that Naomasa Tsukauchi has a lie detector quirk, which would render this arc invalid. But those people are referring to a post on the MHA official Twitter that shows a preliminary sketch of Tsukauchi (even going by a slightly different name "Tsukanai"). And in that sketch, he still doesn't have a quirk (特殊な力が持ってない, tokushuu na chikara ga mottenai, he doesn't have any special power), just the desire to carry out justice and never tell a lie (絶対に嘘をつかない男, zettai ni uso wo tsukanai otoko, the man who never tells a lie). That's why Tsukauchi's code name now is "True Man" from the sketch.
Also, maybe in honor of Horikoshi's concept, My Hero Academia: Vigilantes gives the "polygraph" (lie detector) quirk to Naomasa's younger sister, forcing him to tell the truth more often as he grew up.

With the details of the plan set in place, next is the setup. Of course, they need Inko Midoriya's permission to let her daughter return to school, and this time they promise they'll catch the culprit, that it's all part of the plan, and she reluctantly agrees.
Rose and Uraraka are to return home with Mr. Aizawa and All Might as if nothing happened. Just like always, Rose returns to Taka Nobita's side. But this time, she gets to enjoy the look of shock and confusion on his face. He had expected her to die. That was the secret message she'd given him earlier, the last resort he'd hinted at if it ever looked like either of them might get caught. But to everyone else, he plays up the loving boyfriend image well, asking Rose how the visit went, if Midoriya-kun looked healthy, telling her they have to have a serious talk about her "feelings".
And this time, Rose finds it significantly harder to play along. Finally so close to defeating him, and the plan depending on her keeping quiet just a little longer, just until Midoriya-kun could leave the hospital. As they walk, arm around her shoulder, he notes that she looks uncharacteristically angry, and when he whispers fake concern in her ear, she glares at him.
What the-? He thinks. Did she have the nerve to glare at him? And on top of that, her eyes look… different somehow. What could have happened at the hospital? He presses her with questions, but she stays silent, knowing he's accustomed to getting no response from her, knowing that he won't bug her about it for very long if she just continues to stay silent. He'll get frustrated, but he won't make a scene. Just a bit longer.
Uraraka gets angry at Bakugo when she sees him again and tells him that they won't let him in on the plan because he stormed out. To which he replies that if he's not part of the plan itself, he couldn't care less, and that he doesn't want to work with that "zombie".
"She's not a zombie! She's super cute and nice, and she's gonna do her best!"
And then, as promised, Midoriya is released from the hospital and returns to school a few days later.
All the while, in her hospital bed, Midoriya had been restless, wondering if Rose was okay, if Taka Nobita was hurting her again. For every second he touched her, every word he'd ever said to her, and for every victim who had come before and after her, Midoriya swore she'd never forgive him. And now the day has finally come.
The plan starts at lunch. More specifically, it starts early in the morning when Aizawa writes a fake note and puts it in Taka Nobita's shoe locker. It reads, "Meet me behind the furnace at the shed during lunch. My friend will disable the cameras. I'll be waiting alone. –Izuku Midoriya"
It's written as an obvious challenge. Taka Nobita thinks for a moment. He has no reason to believe the letter is real, that Izuku Midoriya would really be waiting there for him. Given Rose's strange behavior the last few days, it's likely she told the freshman the truth, maybe even gave her back her memories, and then devised some kind of plan against him.
He looks over at her as she waits patiently for him, like she always did, and smirks at the thought. It's cute. Rose thinks she can stand up to him with the help of some freshman she has a crush on. He even applauds her in his mind for actually having the guts to stand up to him for once. After all, letting her think she could win makes it all the more fun to crush her.
But as he walks with her and wraps his arm around her waist, he considers another factor. Katsuki Bakugo, Ochaco Uraraka, Mr. Aizawa, and All Might all went with her and a team of investigators to visit Izuku Midoriya. What are the chances they're all in on it? Considering that Rose probably wasn't allowed to speak to Izuku alone, and given the look on Ura-chan's face when he went back to the dorms with Rose, it's very likely they all know the truth. He had suspected something at first but shook it off when a few days passed and none of the teachers did anything. Now he's certain. They all know he's the culprit. Rose might've told them even more than that in the hopes they would "save" her.
Well, all he has to do is remind her of the "truth" she's already known for a long time. "Say, Rose," he whispers in her ear, as "lovingly" as always, "I'll be candid with you. I've already figured out your plan."
She'd expected as much.
"But since you're not really trying to hide it, you probably knew I'd figure it out, right? Since you, the teachers, and the police don't have any proof, you're trying to get some, right? But you don't honestly think that if I meet Midoriya-chan in the place she was attacked, something will happen." He's very careful not to say anything explicitly incriminating on the off chance she might be hiding a recording device. "You know I'd never make that mistake… So I'll give you just one chance."
He places a hand gently on the back of her neck, slipping his fingers nonchalantly, ever so slightly under the back of her collar. Without anyone noticing, they extend under her clothes, down her back, and wrap around her bare torso. She clutches the handle of her school bag. They continue to walk, looking as natural as possible.
"Since I'm you're boyfriend, I'll give you one chance to tell me the truth." He smiles, eyes cold as daggers, like they always were. "What are you planning? Is there some kind of trick up your sleeve? Or maybe… here?" One of his fingers slips under a bra strap. She's visibly distressed. He likes that. "Naughty girl. Where are you hiding it? I can keep searching, and we can take a detour. We won't be late to class or anything, and the flowers are still just barely in bloom."
She's shaking, pale.
"Rose… We've known each other too long for you to think you can get the jump on me. I know you. No doubt, you're hoping the heroes will come through, that their plan will succeed if you just play along and nod silently, following orders like a pretty little doll." A finger slides in between her breasts. She can't stop the trembling. At this point it's a conditioned response. Those same fingers had wrapped around her countless times, trapping her, going inside of her. No matter how much her heart wants to change, her body will always remember.
And he knows that. She knows that he knows that. He isn't stupid. In fact, he'd always been smarter than her, always saw through her. Her breath grows shallow. How long can she fool him? How long can she keep the truth from him? Is she just a ticking time bomb waiting to spill the plan, to ruin everything? How can she stop herself from falling back into the same trap? If she hasn't really changed, what's really stopping her?
Then she remembers Izuku Midoriya. Mi… Midoriya-kun would…
"…He'd win…"
"Hm?" Nobita thinks he might've misheard her. "What was that?"
"Midoriya-kun… would win." Slowly, she turns her head to him. "He'll… beat you… Taka." Her eyes stare straight into his.
And for a flicker of a moment, she spots the rage in them. Her breath stops. His fingers suddenly constrict around her torso. "Oh? Is that so?" She's never pushed him so far, so she had briefly forgotten that if he squeezes hard enough, he can break bones. The realization and the dread wash over her, making her mind go blank. He wouldn't really kill her, not in front of all these people… right?
Then a hand.
A hand grabs his shoulder and squeezes hard. He pauses and looks over his shoulder at a familiar face.
"Yo, Nobita," Present Mic glares down at him. "Long time no see."
